The role directly manages the East Staffordshire Primary Care Partnership (ESPCP) management team and oversees day‑to‑day operations, drives organisational performance, develops new business opportunities and maximises federation income with robust financial control.
Proposed interviews will be held on Wednesday 29th April and Thursday 30th April 2026.
Locations & Working Pattern
Flexible / Hybrid working across East Staffordshire – Burton and Uttoxeter. Some working from home, but you must be prepared to work in the locality for regular face‑to‑face meetings.
Contract & Salary
Permanent, full‑time, flexible working.
Salary: Circa Band 8c equivalent, depending on experience.
Key Responsibilities
Maximise income for member practices through core and non‑core services.
Identify opportunities for income and service development, innovation and collaboration across primary care, community services and the wider Integrated Care System (ICS).
Provide high‑quality business intelligence and analysis to support strategic decision‑making.
Provide operational delivery of all federation services, including the new APMS Gordon Street Surgery contract.
Develop and maintain robust systems for performance, risk and quality management.
Work with the Clinical Director on workforce planning, recruitment and staff development.
Ensure effective programme management, service continuity and operational resilience.
Lead and optimises recruitment and management of the ESPCP team.
Provide oversight to the finance manager: develop budgets, financial performance, value for money and federation financial resilience.
Oversee the production of finance and performance reports and end‑of‑year accounts.
Lead the team in the development of business cases, bids and tenders for new or expanded services.
Manage contracts with commissioners, partners and suppliers, ensuring compliance and strong commercial and risk performance.
Build and maintain relationships with member practices, other PCNs, Federations, ICBs, local authorities, voluntary sector partners and other stakeholders.
Represent the federation at system‑level meetings and support practices with operational challenges, transformation programmes and service redesign.
Ensure the federation meets all statutory, regulatory, and contractual obligations, including CQC requirements where applicable.
Lead continuous improvement initiatives using data, feedback and best practice.
Drive digital transformation and the adoption of technology that enhances patient access, workforce efficiency and service quality.
Promote a culture of learning, collaboration and innovation across the federation.
Direct the research arm of the organisation and ensure compliant delivery of the PCN DES.
Help shape and deliver the federation’s strategic plan in collaboration with the Board, member practices and system partners.
Ensure effective and efficient communication and collaboration across all stakeholders.
Essential Skills, Knowledge & Experience
Senior financial and business leadership experience within primary care, community services or a comparable environment.
Strong operational management skills with a track record of delivering financial control and high‑quality services.
Excellent financial acumen and experience managing budgets or commercial contracts.
Evidence of senior leadership at Band 8b (or equivalent) and experience leading teams through change and organisational development.
Ability to build trusted relationships with clinicians, managers and system partners.
Strong analytical, problem‑solving and decision‑making skills.
Knowledge and demonstrable ability to use digital tools and data systems.
Full UK driving licence.
Flexible to travel regularly across the geographical area for meetings.
Desirable
Understanding of NHS contracting, commissioning and regulatory frameworks.
Excellent communication and negotiation skills.
Experience working within a GP federation, PCN or similar collaborative primary care structure.
Experience developing business cases, tenders or service transformation programmes.
Use of NHS digital and data systems.
Qualifications
Educated to degree level.
