Job Description
Job Title: Commercial Manager\nLocation: Hybrid - 2 days a week on site in Leeds\nWorkshops will require travel average 1 day per month in London or Leeds.\nContract Duration: 12 Months\nDaily Rate: £725/day (Umbrella – Maximum)\nIR35 Status: Inside IR35\nEssential Skills & Criteria:\n * Experience delivering procurements under the Procurement Act 2023 (PA23), including familiarity with the Central Digital Platform, new notice types, and associated procedures. Given the recent implementation of PA23.\n * Significant procurement experience using a range of procedures\n * Strong business acumen and ability to show evidence-based decision making\n * Excellent stakeholder management skills\n * Excellent communication (written and oral) and influencing skills\n * Awareness of public sector procurement legislation\n * Relevant commercial experience\nDesirable Criteria:\n * A proven track-record delivering contract management in a commercial environment\n * The ability to drive improved outcomes by influencing and developing the market.\n * E-procurement systems experience (Jaggaer)\nKey Responsibilities:\n * Leading end to end sourcing activity including pre-procurement activity, Delivery Model Assessment, OBC development, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting), evaluation, moderation, award letters, final business case. Proficient use of the Jaggaer e-sourcing system.\n * Contract administration of a range of contracts, including developing and managing contract variations and change control and other contract mechanisms;\n * Assuring the pay and performance mechanisms work correctly and validation of contractor performance and assurance of payment applications\n * Leading on collaborative commercial opportunities, working with other government departments\n * Leading conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Commercial Manager where appropriate\n * Supporting the Senior Commercial Manager and leading on activities which support the development of category management procedures, tools and ways of working\n * Managing communication or escalation of issues from customers.\n * 8 Ensuring compliance with governance, legislative and policy requirements as appropriate.\nDisability Confident\nAs a member of the confident scheme, CLIENT guarantees to interview all candidates who have a and who meet all the essential criteria for the vacancy.
