Fleet Hire Desk Officer
We are looking for an enthusiastic, highly motivated Fleet Hire Desk Officer to join our friendly and supportive organisation and contribute to the key work of Lancashire County Council’s PLACE Directorate. Working within Fleet Services, you’ll help enable services across the Council by ensuring timely access to vehicles, plant and equipment, while supporting strong compliance and value for money.
Someone to join our busy Hire Desk team supporting a vital corporate service used by almost all Council departments. The team is small but central to keeping Council services moving; from sourcing vehicles and equipment to ensuring the correct processes are followed and records are maintained.
This is also an exciting time to join us, as Fleet Services is improving how hire is delivered and is preparing for the implementation of new systems, including a new fleet management system and fleet tracking system with a planned go-live in November 2026. This role is critical in supporting change and helping us realise the benefits of new working processes.
What you will be doing:
Receiving and processing requests for hire of vehicles, plant and equipment from Council departments.
Using an “asset utilisation first” approach – checking the owned asset register in our fleet management system to see whether an existing Council asset can meet the need before arranging external hire.
Sourcing external hire through approved suppliers on procurement frameworks, ensuring hires are arranged in line with Council processes.
Creating purchase orders, maintaining accurate documentation, and supporting invoice processing and query resolution.
Checking supplier Management Information (MI) for accuracy and uploading/recording it within the fleet management system.
Coordinating and tracking evidence to support regulatory inspection and compliance requirements for hired plant/equipment (ensuring documentation is complete and accessible).
Liaising with internal stakeholders and external suppliers to confirm requirements, availability, delivery/collection, off-hire, extensions and changes.
What will help you succeed
Customer focus – you communicate clearly and professionally with a wide range of service users and suppliers.
Fleet/hire experience – you understand the pace and priorities of a fleet, plant or hire environment and can manage requests confidently.
Attention to detail – accuracy matters when dealing with Purchase Orders, invoices, supplier MI and compliance documentation.
Process discipline – you can follow structured processes and maintain strong records to support auditability and compliance.
Problem solving – you can investigate invoice queries, clarify requirements and find practical solutions quickly.
Adaptability – you’re comfortable working in a fast-moving setting and supporting service change and new systems implementation.
Team spirit – you work closely with colleagues and stakeholders to keep services running smoothly.
Experience using fleet/asset systems and working with framework suppliers will give you a head start, but your ability to learn, collaborate and deliver high-quality support is what counts most.
