Location: Manchester M40Hours: 37.5 per weekSalary: £25,000 per annumJob PurposeTo provide comprehensive administrative and operational support across housing management functions, including tenancy management, tenant support, allocations, safeguarding, and property management. The role focuses on delivering high-quality services to tenants while ensuring compliance with policies, procedures, and legal requirements.Key ResponsibilitiesTenancy ManagementManage the full tenancy lifecycle including sign-ups, tenancy sustainment, and terminationsHandle tenancy breaches and take appropriate enforcement action where requiredFollow legal processes for tenancy termination, including abandonment procedures, successions, and issuing notices (e.g. NTQs/S41s)Identify and respond to complex tenancy issues such as cuckooing, working in partnership with relevant agenciesEnsure all actions comply with organisational policies and legal frameworksTenant Support and CommunicationAct as a main point of contact for tenants via phone, email, and face-to-face interactionsProvide early intervention support for rent arrears, agreeing realistic repayment plans to prevent escalationOffer advice on housing matters, benefits, and available support servicesSupport vulnerable tenants, including elderly, disabled, and at-risk individualsMake referrals to appropriate services such as community safety, adult social care, safeguarding, and mental health teamsLiaise with external partners including local authorities, social workers, NHS services, emergency services, and contractorsWork collaboratively with estate management and board members where requiredAnti-Social Behaviour (ASB) ManagementManage a caseload of ASB casesInvestigate complaints such as noise nuisance, vandalism, and harassmentGather evidence and conduct interviews with involved partiesWork with external agencies and local authorities to resolve issuesTake enforcement action where necessary, including warnings, injunctions, and evictionsSafeguardingIdentify and respond to safeguarding concerns during tenant interactions and home visitsFollow safeguarding policies and procedures at all timesMake referrals to relevant agencies including adult social care and mental health servicesParticipate in safeguarding meetings where requiredAllocations and Voids ProcessManage the end-to-end void process in line with policyConduct pre-termination visits and ensure proper closure of tenanciesMaintain accurate void reports and recordsCoordinate property inspections and ensure homes meet lettable standardsAdvertise properties and manage applications through housing systemsAssess applicants, conduct eligibility checks, and complete tenancy sign-upsEnsure accurate record-keeping and documentation of all tenancy activitiesNotify relevant partner agencies of tenancy changesRehousing ApplicationsSupport tenants with rehousing applications, providing guidance and assistanceUpload and manage documentation within housing systemsLiaise with rehousing teams and external partnersProperty ManagementCarry out regular property inspectionsReport and monitor repairs and maintenance issuesLiaise with contractors and maintenance teams to ensure timely resolutionTenancy SustainmentWork proactively to prevent evictions, particularly where vulnerability is a factorDevelop and implement support plans for at-risk tenantsCoordinate with external agencies to maintain stable tenanciesMulti-Agency WorkingCollaborate with a range of agencies and professionalsAttend multi-agency meetings including safeguarding and MARAC meetings where requiredGeneral AdministrationPrepare and issue tenant correspondence and official lettersRespond to phone and in-person enquiriesProcess invoices and support payroll administrationMaintain stock levels and office suppliesEnsure accurate and up-to-date record keepingPrepare staff rotas and provide general office supportPerson SpecificationEssential:At least 2 years experience in a similar roleStrong administrative and organisational skillsExcellent communication and interpersonal abilitiesAbility to manage a varied workload and prioritise effectivelyExperience working in housing, public services, or a similar environmentKnowledge of tenancy management processes and housing legislationAbility to handle sensitive and confidential informationDesirable:Experience working with vulnerable individuals or in safeguarding contextsKnowledge of housing management systems (e.g. Locata, QL)Understanding of ASB management and multi-agency workingKey Skills & CompetenciesAttention to detailProblem-solving and decision-makingEmpathy and resilienceTeamwork and collaborationProfessional integrity and discretionThis role offers an opportunity to contribute to a vital service, supporting communities and helping tenants maintain safe and stable housing.JBRP1_UKTJ
