About the Role
Harlow Council is looking for a proactive and technically minded Assistant Mechanical & Electrical (M&E) Compliance Manager to support the safe, efficient and compliant delivery of mechanical and electrical services across our housing portfolio.
Working closely with the Mechanical & Electrical Manager, you’ll play a key role in ensuring heating systems, electrical installations, domestic and communal electrical installations, domestic and communal EICR’s, fire alarm systems, AOV systems, lifts, fire safety assets, and other building‑services infrastructure remain safe, compliant and well‑maintained. The applicant will be responsible for producing weekly compliance data.
This is an excellent opportunity for someone who enjoys a mix of technical surveying, contractor oversight, compliance monitoring and resident‑focused service delivery.
Key Responsibilities
* Deputise for the M&E manager in their absence
* Attend management meetings where necessary.
* Review edit and finalise weekly and monthly compliance reports
* Review contractor reports, certificates, and remedial recommendations for accuracy and completeness.
* Provide technical expertise and support to junior staff/other departments on electrical safety, design, installations, and improvements.
* Assist with procurement, contract management, contract evaluation and quality assurance of electrical compliance contracts.
* Carry out audits of compliance data.
* Support the development of policies, procedures, and improvement plans relating to electrical compliance.
* Work collaboratively across teams to ensure repairs, upgrades, and remedial works are delivered effectively and efficiently.
About You
* We’re looking for someone who:
* Has a good understanding of electrical services, building‑services systems or compliance processes.
* Has a relevant technical qualification – Electrical, HNC/D TEC Level 3 or equivalent
* Is confident with surveys, inspections and interpreting technical standards.
* Can build strong working relationships with residents, contractors and colleagues.
* Has excellent communication, reporting and organisational skills.
