Role Overview

We are seeking an experienced Oracle Cloud Programme Director to lead the mobilisation and delivery of a major end-to-end Oracle Fusion ERP and/or HCM transformation within the UK Public Sector.

This is a critical leadership role at the start of a new transformation programme. The successful candidate will be accountable for shaping the programme strategy, governance, mobilisation, and full lifecycle delivery of Oracle Fusion Cloud solutions.

Candidates must have previously led a full E2E Oracle Fusion ERP or HCM implementation within a UK public sector organisation.

Key Responsibilities

• Lead the end-to-end Oracle Fusion Cloud ERP and/or HCM transformation programme.
• Own programme mobilisation, including governance structures, delivery roadmap, resourcing model, and commercial framework.
• Establish and manage executive stakeholder relationships (CIO, CFO, HR Director, Transformation Director, Cabinet-level sponsors where applicable).
• Oversee system integrator(s), third-party suppliers, and internal delivery teams.
• Ensure compliance with UK public sector governance frameworks (e.g., GDS, HM Treasury controls, procurement regulations).
• Drive benefits realisation, operating model transformation, and organisational change.
• Manage programme risk, financial control, and reporting to board-level stakeholders.
• Ensure successful transition into service, including hypercare and stabilisation.

Mandatory Experience

• Proven track record as Programme Director on at least one full lifecycle Oracle Fusion ERP or HCM transformation.
• Experience delivering Oracle Fusion within a UK Public Sector organisation (e.g., Central Government, Local Authority, NHS, Education, Arm’s-Length Body).
• Demonstrable experience operating within public sector governance and assurance environments.
• Strong commercial acumen and experience managing complex SI contracts.
• Experience leading multi-workstream programmes including:
• Finance
• Procurement
• HR & Payroll
• Integration
• Experience with both Oracle Fusion ERP and HCM modules.
• Experience working with shared services or multi-entity public sector organisations.
• Exposure to Cabinet Office spend controls and business case approvals.
• Experience with legacy system decommissioning strategies.
• Executive leadership and presence.
• Strong stakeholder engagement and political awareness.
• Excellent governance and programme control expertise.
• Strategic thinker with hands-on delivery credibility.
• Strong communication and negotiation skills.
• Ability to mobilise teams rapidly at programme inception.

Qualifications

• Degree or equivalent experience.
• Programme management certification (MSP, PRINCE2, PgMP or equivalent).
• Oracle Cloud certifications (desirable).
