We are seeking a strategic and experienced people leader to drive and embed Equality, Diversity & Inclusion (EDI) across our organisation. This is a high-impact leadership role within the People & Inclusion department, where you will shape policy, workforce development, and service delivery to ensure equity and compliance.
You will lead the implementation of our EDI and People strategies, delivering a range of programmes and initiatives aligned with our organisational goals. Working closely with senior leadership and stakeholders, you will act as a subject-matter expert and trusted adviser—ensuring that decisions reflect the needs of diverse communities and comply with the Equality Act 2010 and other relevant legislation.
Using both quantitative and qualitative evidence, you will identify trends and translate insights into actionable plans. Your team will drive and oversee embedding of good practice in Equality Impact Assessment and drive continuous improvement through robust reporting to boards, audit committees, and governance structures.
This role demands strong influencing and communication skills and the ability to operate across complex networks, leading through volatility and uncertainty and plotting a rational course through highly emotive and contentious topics. You will collaborate with HR professionals and practitioners to engage with staff groups, leadership teams, external community partners, regulators, and sector networks to co-design inclusive services and improve representation across decision-making structures.
You will manage the EDI budget, oversee legal and policy compliance, and support learning through targeted training programmes and awareness initiatives. A strong understanding of strategic planning, risk management, and legislative compliance is essential.

The team
The People & Inclusion department is an inclusive, diverse and outcome-focussed new team within the Strategy, Transformation and Assurance Directorate. Our vision is for the organisation to thrive and improve so we can create better places for people, wildlife and the environment.
We work with colleagues across the organisation to ensure that priorities are informed by evidence and insight; people can be their best selves at work; and frontline delivery is efficient, equitable and sustainable.
Experience/skills Required
Building strong, trusted relationships is a critical part of the role, face-to-face engagement will be essential to support effective collaboration and influence at a strategic level with diverse internal and external partners and stakeholders.
Proven experience in leading People-related initiatives, ideally with demonstrable understanding of the Equality Act 2010.
Excellent organisational and management skills, with the ability to work at pace responding to rapidly changing pressures.
In-depth understanding of organisational governance and experience managing significant risks.
An ability to translate evidence into strategic plans and actionable steps efficiently delivering results through others.
Effective communication and presentation skills, with the ability to influence senior leaders and stakeholders across the organisation.
A proactive, determined and adaptable approach, with a focus on continuous improvement and gaining consensus across multiple perspectives.
Emotional intelligence, integrity, professionalism and inspirational, inclusive leadership skills, with experience leading high-performing teams based on a foundation of psychological safety.
Contact and additional information
This role will require regular travel (eg to Birmingham, London, Leeds, Bristol) with some overnight stays to attend meetings with senior leaders and key stakeholders, leading and collaborating with nationally dispersed teams.

This role will initially be appointed to on a 12 month Fixed Term Contract basis so if you are an internal applicant you will need to seek permission from your line manager to apply for the role.
