Background
Swindon Borough Council is delivering a significant improvement and transformation programme. Following a C3 regulatory judgement, we took decisive action and are investing £250 million over the next five years to improve safety, compliance, stock condition and tenant experience. As part of this journey we are investing in our teams and ensuring that new structures are in place to fully realise the improvements planned and required.
The Building Surveying function plays a central role in delivering these improvements through high-quality technical expertise and assurance.
Your New Role
As Senior Building Surveyor, you will act as a technical lead within the service, responsible for managing complex inspections, surveys and improvement works across the housing and corporate property portfolio.
Reporting to the Service Manager or Service Lead, you will carry out detailed condition surveys, diagnose complex defects and develop practical, cost-effective solutions. You will prepare technical specifications, oversee high value repair and improvement works, and manage contractor performance to ensure delivery meets agreed standards, budgets and programmes.
You will also support dispute resolution, provide authoritative advice to senior colleagues and elected members, and play a key role in mentoring junior surveyors and promoting professional best practice.
What You'll Need to Succeed
You will bring significant experience as a building surveyor, ideally within a local authority or social housing environment. Strong knowledge of building construction, defect diagnosis and contract management is essential.
A degree in Building Surveying (or related discipline) and professional membership (or eligibility) with organisations such as RICS or CIOB is desirable. You'll bring sound judgement, strong communication skills and a confident, pragmatic approach to delivery.
