This role sits within the Directorates' Client function, whose purpose it is to provide strategic oversight and intelligence to support delivery for the entirety of the Supply Chain lifecycle. This includes verifying that the Directorate has the right people, processes, and systems in place to deliver what's needed, and delivering compliance and assurance on the processes and systems that are being used. The team is also responsible for putting in place ways of communicating and engaging, both internally and externally, across the Supply Chain and for using data and information to create intelligence and reporting which can be used in everyday operations to drive improvement.
The Senior Commercial Manager (Assurance) is responsible for managing and delivering the Commercial Assurance activities in line with the Governance Framework. The role will require leadership and strong stakeholder engagement to ensure that the internal assurance and cost verification audit schedule is conducted effectively, engaging with multi-disciplinary teams, and seeing that any improvement activities are followed up to assure compliant, efficient and effective ways of working across the project.
Job Purpose
An effective Governance Framework is essential to provide those working within the Supply Chain Directorate with real clarity as to what they are required to do and how to do it.
The SCM will report to the Commercial Lead and will have excellent stakeholder management skills as this role requires supporting and working with Heads of Commercial and with other business units such as Nuclear Operations. This role also manages a team, who deliver cost verification, support assurance activity and planning, and who manage changes to our contract baseline library.
The SCM is responsible for management and delivery of our Assurance service that provides an independent review of compliance with, and best practice performance in, the delivery of our Governance Framework. The role will include identification of appropriate candidate contracts, development of a schedule, and delivery of internal assurance activities. The SCM is instrumental in shaping successful outcomes of the Project and will hold leadership responsibilities and ensure the appropriate level of assurance activity is in place across the Project, escalating any areas of specific commercial risk resulting from non-compliance to the Commercial Lead and Supply Chain Directorate Senior Leadership Team.
Role Description
Key Deliverables
- Manage and deliver the yearly schedule of assurance activities in accordance with the Governance Framework. - Oversee the delivery of Cost Verification audits, supporting review and development of approach, insights and any training or improvement work identified. - Oversee the management of the Contract Document Change process - Represent the Client Team where required on Project Groups, Committees and Boards. - Work with others across the Supply Chain Directorate to ensure appropriate levels of understanding around the delivery of these services, and consider different communication and training types to facilitate this. - Oversee delivery of actions identified from assurance and cost verification reports, and follow up on these actions to make sure they are closed out in a timely manner. - Escalate areas of Commercial Risk resulting from non-compliance, or ineffective process, to the Commercial Lead and via appropriate risk registers, with clear action plans for improvement. - Review Directorate processes and procedures which are relevant to assurance and cost verification activity, and input any proposed changes to these (prior to technical review/owner approvals). - Report key updates to the Commercial Lead and Supply Chain Directorate Senior Leadership Team. - Produce slide packs where required for relevant forums such as Risk and Audit Sub-committee or HPC GenCo Board. - Work with the wider Assurance, Risk & Insights Team to develop enhanced reporting capability and insights for all assurance activities. - Work with the Commercial Governance team to support effective alignment and collaboration regarding the Governance Framework and procedures and processes.

Knowledge, Skills, Qualifications & Experience
- A track record of managing and delivering Governance and/or Assurance related activities, preferably within a nuclear and/or major programme environment. - Commercial management experience with NEC and/or FIDIC (preferably both) in complex infrastructure or energy projects. - Experience of delivering board level insight reports and ownership of the reporting and data within those reports. - Innovative in problem-solving, embracing new ideas to deliver successful results - Good communication and presentation skills - MRICS, MICES, MCIPS or similar accreditation (desirable) - Good understanding of the UK regulatory framework. - Basic understanding of corporate legal requirements is desirable. - Ability to work with subject matter experts to take complex information and effectively distil this into key requirements for implementation. - Ability to engage with individuals at all levels - including escalating matters to senior leadership where appropriate. - Excellent communication skills. - Problem solver who can understand wider strategic context and is prepared to take ownership and work autonomously to deliver requirements which meet these aims.
