Job summary
This vacancy is only open to applicants currently employed within one of the North West ICB systems.
Reporting to the Associate Director of People Services and working collaboratively with the People Services team this role will be leading the people aspects of the change management processes as the ICB undertakes a programme of significant service redesign to meet the requirements of the 2025 ICB reforms and model ICB Blueprint.
This is an opportunity to support the workforce aspects of the change management across a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent.

Main duties of the jobThe post holder will work autonomously and collaboratively with the People Services team to:
Develop, implement and monitor workforce change programmes and HR policies/procedures to enable the organisation and wider system to achieve its strategic objectives.
Advise and support managers and staff, providing a specialist interpretation of national terms and conditions of service, local policies and procedures and National workforce initiatives.
Ensure that practice which is not in line with sound HR principles is challenged and work with line managers to identify and implement alternatives.
Provide expert advice and support across a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent. This will require the post holder to seek and interpret formal legal employment advice/national guidance in relation to organisational change including redundancy processes.

Our hours of work are Monday -Friday, 37.5 hours a week on a hybrid arrangement, typically working at ICB Headquarters (County Hall, Preston) with the People Services team one day a week.

Person Specification Qualifications Essential- Educated to masters level or equivalent level of experience of working at a senior level in specialist area
- Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent
- Evidence of post qualifying and continuing professional development
- Member of relevant professional body
- Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
- Ability to negotiate on difficult and controversial issues including performance and change
- Ability to analyse complex facts and situations and develop a range of options
- Ability to make decisions autonomously, when required, on difficult and contentious issues where there may be a number of courses of action, working to tight and often changing timescales
- Must be able to prioritise own work effectively and be able to direct activities of others
