Sound experience in a planning environment, preferably with experience of minerals, energy and waste development and handling complex or sensitive schemes.

About The Role
The role involves working within a small team handling a wide range of development proposals across Leeds. Duties include processing planning submissions, monitoring approved sites for compliance, liaising with council colleagues, other authorities, public bodies and private organisations, and supporting Members, developers and citizens. The service is based in Merrion House but operates on a flexible, hybrid schedule.

Job Description
Job Purpose
Deal with a full range of planning proposals appropriate to grade and experience, deliver related services to high standards, and meet performance targets within a proactive development management culture.
Specific Responsibilities
Act as case officer, engaging with developers, applicants, agents, ward members and the community in pre‑application discussions.
Provide timely responses to customer enquiries on planning matters.
Handle a range of planning proposals and applications, including major, complex and high‑profile cases, making recommendations to senior officers or Plans Panel.
Attend meetings with developers and their agents to advise on proposals.
Inform elected members, MPs and customers on planning matters and deliver high‑level customer care.
Work on planning appeals, including major, complex and high‑profile cases at hearings or public inquiries.
Present items at Plans Panel when required.
Lead on specific projects and service improvements.
Mentor junior staff as required.
Collaborate with colleagues across the department and external bodies to secure satisfactory services.
Stay abreast of legislative, policy and procedural changes.
Participate in the Directorate’s Staff Appraisal and Development Scheme.
Abide by the Council’s Equal Opportunities and No Smoking policies.
Perform other duties commensurate with the grade.
Qualifications
A recognised qualification in Planning or a related discipline (e.g., diploma or degree) is essential.

Experience using IT packages, report writing and dealing with members of the public.

Job Profile – SO2 Duties
Deal with a range of planning applications and pre‑application cases, including complex ones, while negotiating solutions and advising customers without supervision.
Write detailed reports on complex issues, reach reasoned conclusions, and make recommendations.
Undertake presentations and represent the Council in public forums.
Handle appeals in writing and at hearings, including costs submissions.
Manage small projects, including complex applications and service improvement initiatives.
Demonstrate knowledge of legislation, guidance and application.
Support staff development.
Perform professional and technical duties competently without supervision.
Actively promote the service to raise the Council’s profile.
Job Profile – PO2 Duties
Deputise for senior management and foster community relationships.
Supervise other officers assigned or seconded to the post.
Support continuous improvement initiatives and cross‑council projects.

Represent the Council in public forums.
Support appeal work, including hearings, inquiries and examinations.
