About the Role

We’re working on behalf of a major infrastructure contractor to recruit a Senior Procurement & Subcontract Manager for their water sector division. This is a pivotal leadership role, responsible for delivering robust procurement strategies across major frameworks and infrastructure programmes.

A critical requirement for this role is extensive subcontract procurement experience, particularly within the infrastructure or construction sectors. You must have a strong command of NEC3 and NEC4 contracts, including the ability to negotiate heavily amended versions and achieve commercially sound outcomes.

This is a hands-on, high-impact role for a commercially sharp procurement leader who can manage complexity, influence stakeholders, and lead change in a dynamic project environment.

Key Responsibilities

  • Lead the end-to-end subcontract procurement process on major infrastructure projects.
  • Develop and implement category and procurement strategies aligned to both project and business goals.
  • Negotiate and manage NEC3/NEC4 subcontract agreements, including heavily modified versions.
  • Ensure full commercial governance and alignment with internal risk management protocols.
  • Build, manage, and optimise the project supply chain, ensuring performance and value delivery.
  • Collaborate closely with delivery teams, estimators, commercial leads, and suppliers.
  • Drive sustainable procurement outcomes including ESG, social value, and SME engagement.
  • Support work-winning activity and preconstruction planning with strategic supply chain input.
  • Interface with client procurement and commercial teams, ensuring alignment with framework expectations.

Must-Have Experience

  • Proven background in subcontract procurement within infrastructure, utilities, or construction.
  • Strong NEC3 and NEC4 contract knowledge, including negotiation of amended clauses.
  • Minimum 5 years in a senior procurement/supply chain leadership role.
  • Track record of commercial delivery and risk mitigation through subcontract management.
  • Strong stakeholder management and influencing skills across commercial and delivery functions.
  • Demonstrable experience leading procurement on complex, high-value projects.

Qualifications

  • Degree in Supply Chain, Business, Commercial Management, or a related field.
  • Chartered MCIPS or equivalent professional certification.
