Seeking an experienced and highly competent Water Hygiene Improvement Consultant to lead the development and implementation of a comprehensive water hygiene improvement programme across a diverse estate portfolio. The successful candidate will demonstrate a proven record of delivering measurable risk reduction in complex local authority environments, covering both housing and non-housing assets.
Responsiblities:
* Act as the Responsible Person for ACOP L8 management and oversee all associated compliance activities
* Author, review, and maintain Legionella Management Plans and implement effective Written Schemes of Control
* Manage significant water asset lifecycle budgets, ensuring value for money and long-term resilience
* Conduct detailed risk assessments and technical audits to ensure statutory compliance across the Council’s estate
* Oversee and evaluate contractor performance to ensure consistently high-quality service delivery
* Prepare performance specifications and scoping documents for planned works and improvement projects
* Lead on resident-safety-focused projects, including the specification and delivery of complex refits, particularly for vulnerable residents
The experience you will bring:
* HNC/HND in a related discipline
* ACOP L8 certification in Water Hygiene
* Level 3 Award in Legionella Control for Responsible Persons (RQF) or equivalent
* Extensive experience in water hygiene risk management within local authority or comparably complex environments
* Demonstrable expertise in statutory compliance, technical auditing, and contractor oversight
* Strong project and contract management capabilities with experience specifying and overseeing complex refurbishment programmes
* Good working knowledge of the Health and Safety at Work Act 1974
* Level 2–3 plumbing qualifications
* BOHS P901: Legionella Management or HABC Level 2 Award in Legionella Awareness – Hot and Cold Water Systems
* Experience working within local authority environments
* Strong commercial awareness and understanding of performance/project management
* Proficient user of Microsoft Office applications including Outlook and Teams
* Excellent communication skills with the ability to explain complex issues to non-technical stakeholders
* Up-to-date knowledge of relevant legislation, guidance, and safety standards
* Experience managing remedial works and developing practical solutions
