Acts in the overall daily operation of the Residential Services Community Residence (CR) and RITE Program including but not limited to timesheets, RQ and vouchers, time off requests, reports, daily report offs and scheduling. Responsible for complete, accurate and confidential files. Assure compliance with all Medicaid requirements including billing, per Part 593 of the Official Compilations of Codes, rules, and regulations of the State of New York. Provides support to employees through 24 hr. on-call responsibilities one (1) week; every six (6) weeks. Dedicates 50% of work schedule, interacting with directly. Applies ALL rules and regulations in the daily operation of the Residence and the RITE Program, while demonstrating and implementing the Vision, Value and Mission of Arbor Housing and Development.
Requirements:
Education/Qualifications:
Associate degree plus one (1) year experience working with the mentally ill/substance addicted populations .
High School Diploma/GED plus two (2) years working with the mentally ill/substance addicted populations.
One (1) year supervisor experience in a mental health / substance abuse position.
Working knowledge of Medicaid billable services; OMH regulations.
Ability to effectively provide leadership in collaboration with Program Supervisor to employee.
Must satisfy and maintain all background clearance as prescribed by the NYS Justice Center, State Central Register, OCFS (424-a), and Office of Medicaid Inspector General (OMIG).
Valid driver’s license, acceptable driving record.
Key Job Functions:
In the absence of the Program Supervisor, assumes supervisor responsibilities of the community residence, including employees and .
Shares responsibility with the Program’s Supervisor to ensure that the residence is fully staffed, and all shifts are adequately covered.
Assist in the recruitment and retention of quality employees.
Assist in the training of all employees.
Supports necessary employee disciplinary action, and development.
Together with the Program Supervisor, provides direct supervision over 8 to 11 employees, e.g., OMH regulations, AHD’s policy and procedures, NYS Code of Conduct.
Acts in the best interest of and advocates for with service providers including but not limited to physicians, dentists, social workers, mental health professionals, substance abuse workers and law enforcement.
Provides support to employee through 24 hr. on-call responsibilities – one (1) week; every six (6) weeks.
Assures financial supports are current and correct, including rep payee accounts.
Assures rights are protected, arranges appropriate transportation when necessary.
Collects and presents statistical data effectively.

Identifies and resolves issues promptly.
Assists employee in planning activities and groups for .
Available to employee when requested/needed.
Ensures HIPPA compliance, regulations, and standards.
Arbor Housing and Development Expectations:
Assumes a role model posture, demonstrating Arbor Housing and Developments Standard of Report to work on time and work your scheduled shift, except in cases of emergency.
In the case of an emergency, contact your immediate supervisor and/or on call designee for guidance.
Effectively discharge the key job functions of your job in accordance with OMH Residential rules and regulations, and AHD Code of Conduct.
