Commercial Officer | Contract | £400 per day | Inside IR35 | Hybrid – Liverpool

Ceto Talent is recruiting for a Commercial Officer to join a leading central government procurement organisation on a contract running to 31st August 2026. The role is hybrid, requiring a minimum of approximately 2 days per week in the Liverpool office, which may also include off-site meetings with suppliers, customers, and partners.

Essential Requirements

* Proven commercial acumen with the ability to analyse data and make informed commercial decisions.

* Demonstrated experience leading on supplier and customer activities across a category, providing commercial support, advice, and challenge.

* Substantial experience in category management, including developing and maintaining category strategies and managing commercial agreements.

* Proven ability to work proactively and collaboratively with key stakeholders, influencing and persuading at all levels to drive innovation and value for money solutions.

* Working knowledge of NEC Contracts.

Key Responsibilities

As Commercial Officer, you will implement initiatives to retain and grow spend through Commercial Agreements, driving value and delivering commercial benefits. You will develop a strong understanding of customer business needs and determine how the product portfolio can support them, creating compelling cases for customers to adopt Commercial Agreements. You will manage commercial agreements through their full lifecycle — from launch through to expiry or replacement — and execute engagement plans for both current and new customers. Responsibilities also include managing and supporting the delivery of procurement and sourcing projects to quality and time, conducting supplier reviews against KPIs and Terms and Conditions, supporting cost reduction and risk management, and contributing to the preparation of documents such as specifications, award criteria, and pricing models for new or renewed Commercial Agreements.

Rate: £400 per day (umbrella)
