Technical Source is seeking an experienced Construction Lead / Owner's Representative to support a large-scale capital expansion program at an active pharmaceutical manufacturing facility in North Carolina. This role will serve as the Owner's on-site construction authority, working closely with the selected EPCM partner and Construction Management (CM/GC) firms to ensure safe, compliant, and on-schedule delivery of capital projects valued at approximately $100MM.
This position is owner-side and governance-focused, less about running trades and more about cost control, schedule alignment, contractor accountability, and operational readiness from early planning through commissioning, qualification, and system turnover.
Key Responsibilities
Act as primary interface between Owner, EPCM, and Construction Management / GC partners throughout project lifecycle.
Provide hands-on oversight of construction activities within a live GMP manufacturing environment.
Review and evaluate change notices, scope adjustments, cost reports, and contractor invoices in partnership with Project Controls.
Maintain alignment to the integrated project schedule spanning engineering, procurement, construction, CQ/Validation, and turnover.
Coordinate construction interfaces with existing plant operations, utilities, and safety protocols, including clean construction practices.
Participate in cross-functional meetings with engineering, validation, quality, and operations teams.
Support contractor turnover documentation, punch lists, and asset readiness for startup.
Deliver regular reporting on progress, financial status, risks, and key milestones to site leadership.
Required Qualifications
Bachelor's Degree in Engineering, Construction Management, or related technical discipline (or equivalent experience).
10+ years of capital project construction experience, including leadership roles on projects $25MM+.
Demonstrated experience in pharmaceutical or other regulated manufacturing environments (GMP / cleanroom).
Hands-on exposure to pharma or biologics packaging facilities, equipment installations, and packaging line integrations.
Working knowledge of hygienic design principles, cleanroom electrical standards, and validation / CQ requirements.
Proficiency with project management and scheduling tools (MS Project, Primavera, or equivalent).
Experience
Owner-side or EPCM construction leadership roles.
Brownfield / live-plant construction coordination.
Utilities tie-ins, cleanroom buildouts, or serialization / packaging integrations.
Experience supporting turnover documentation, SOPs, or preventive maintenance planning.
Work Environment
Hybrid structure with average 50% onsite presence in North Carolina; increased onsite time may be required during peak construction phases.
Candidates local to NC ; nationwide candidates considered if open to regular travel.
