The Role
You’ll lead the development of Brent’s CPMO as a centre of excellence for programme, project and portfolio management, working closely with senior leaders and delivery teams across the council.
Your work will enable:
- clearer oversight of major programmes
- earlier identification of risk and pressure
- stronger decision-making at senior levels
- and better alignment between corporate priorities and delivery on the ground
You’ll balance strategic influence with hands-on support, helping teams deliver change in a way that is disciplined, proportionate and focused on outcomes — not bureaucracy.

Brent is creating a Corporate Programme Management Office (CPMO) to ensure that the council’s biggest and most complex change programmes are well-governed, clearly prioritised, and actually delivered. This role exists to make sure ambition doesn’t get lost between strategy papers and real-world outcomes.
As CPMO Manager, you’ll shape the frameworks, standards and culture that help programmes succeed — so residents experience better services, clearer accountability and smarter use of public money.
This is a rare opportunity to build a CPMO function from the ground up and influence how change is delivered across the entire organisation.

The Person
You are an experienced PMO or programme professional with the credibility and confidence to operate at senior level.
You’ll be confident challenging senior stakeholders constructively, comfortable working in complex environments, and motivated by the impact that well-run programmes can have on real people’s lives.
You’ll bring:
- Strong experience in PMO, programme or project management within a complex organisation
- The ability to operate at both strategic and operational level, shaping frameworks while supporting delivery
- Confidence working with senior leaders, influencing decisions and providing constructive challenge
- Experience embedding governance, improving delivery standards and driving consistency across teams
- A strong understanding of programme, project and portfolio management (including Agile and Waterfall approaches)
- The ability to build relationships, navigate complexity and bring people with you
You’ll be someone who is comfortable working in ambiguity, resilient in a fast-paced environment, and motivated by improving how change is delivered at scale.
