This is a newly created and influential role within Starfish Construction, ideal for a Class 3 Registered Building Inspector with a passion for compliance, design integrity, and high-quality refurbishment. You’ll lead on design and regulatory assurance across complex projects, including high-rise, retrofit, and heritage buildings.
Reporting to the Operations Director, you’ll ensure that all stages of design and delivery align with the Building Safety Act, Building Regulations, and PAS 2035/2038. You’ll be a key advisor, mentor, and compliance champion across the business.
You’ll also coordinate with architects, engineers, and specialist consultants to ensure refurbishment designs meet current legislation, contractual obligations, and client expectations. Your leadership in reviews, approvals, and compliance checks will help ensure projects are delivered efficiently while maintaining design integrity and regulatory assurance.
There are two roles currently available at our: Manchester and London Hubs
Key Responsibilities
* Lead on Design & Compliance from procurement through to handover, ensuring alignment with statutory and regulatory frameworks.
* Review tender and design documentation to identify compliance, contractual, and design risks.
* Manage Gateway 2 and Gateway 3 submissions, ensuring all evidence and documentation is complete and accurate.
* Oversee refurbishment projects from feasibility to completion, embedding compliance and safety throughout.
* Coordinate architects, engineers, and specialist consultants to ensure designs meet all legislative and client requirements.
* Facilitate design reviews, risk workshops, and technical approvals.
* Collaborate with Health & Safety, Commercial, and Delivery teams to assess design risks and programme impacts.
* Develop and maintain internal procedures, compliance checklists, and best practice guidance.
* Build and maintain strong client relationships, supporting business development and opportunity negotiation.
* Mentor colleagues and promote a culture of continuous improvement and regulatory excellence.
Qualifications & Experience
* Class 3 Registered Building Inspector (mandatory).
* In-depth knowledge of UK Building Regulations, Building Safety Act, and PAS 2035/2038.
* Proven experience in complex refurbishment, high-risk buildings, and heritage projects.
* Strong understanding of design coordination, compliance frameworks, and construction processes.
* Relevant qualifications in construction, architecture, engineering, or building control.
