About the Role We are recruiting a Head of Compliance to join our team at our Newry, Mourne and Down District Council facilities. The successful applicant will be required to provide clear direction and support to their section(s). They will be responsible for the effective management of services that come under their control in the pursuit of service excellence and value for money. The postholder will support transformational change within the Directorate / Section ensuring and implementing integration of new and current functions and responsibilities. Key Responsibilities To lead and implement the Council's Corporate Information Governance agenda which will include but is not limited to; data protection, freedom of information, environmental information, re-use of public sector information, information sharing and disclosure of personal information. To both provide and ensure the provision of proactive expert professional advice, knowledge and support to managers, Directors, Chief Executive and elected members on the Freedom of Information Act 2000, Data Protection Act 1998 and Environmental Information Regulations 2004. As the Council's nominated DPO under the GDPR to be responsible for monitoring internal compliance with GDPR, inform and advise on Council's data protection obligations, provide advice regarding Data Protection Impact Assessments, undertake audits as required and act as a contact point for data subjects and the ICO. This will include ensuring appropriate data protection policies are in place and providing awareness-raising and training to staff and elected members. To be responsible for appropriate Licences/Registration in relation to Corporate Information Management to ensure Council meets its statutory obligations eg. ICO Registration. To be responsible for the development, implementation and management of a corporate records management policy and procedures for the Council, including taking the lead on the introduction of an Electronic Document and Records Management System, storage requirements and staffing needs. This list of responsibilities is not exhaustive and Required: Qualified to degree level. A minimum of 2 year's experience at Management level to include responsibility for: Information Governance and Security Professional Advice and Support Information Requests and Compliance Corporate Records Management At least 1 years' Previous experience of Budget Management with responsibility for authorising/approving spend. At least 1 years' previous experience of Managing staff. Must be able to demonstrate competence in use of Microsoft Office applications including Word, Spreadsheets, databases and able to manage email. Ability to analyse complex legislation and to be able to apply it to particular cases and situations.
