Pertemps Network Group are delighted to be assisting a housing provider for a Housing Manager to lead and manage a high-performing neighbourhood housing team, delivering a value-for-money local service that provides high-quality housing management, supports safe and sustainable communities, and improves overall resident satisfaction and quality of life. \n\n Department: Neighbourhood Services\nPay: 300 Day Rate\n Reports to: Head of Housing / Senior Neighbourhood Services Manager\nWorking Pattern: x5 days on site\n Responsible for: Housing Officers & Housing Assistants\n\nKey Responsibilities \n\n1. Strategic & Operational Delivery\nSupport the development and implementation of neighbourhood service plans and budgets. \nEnsure all team members understand their contribution to organisational goals through clear communication, engagement, and effective leadership. \nWork collaboratively with stakeholders and local communities to deliver joined-up neighbourhood services. \n\n2. Tenancy & Estate Management\nEnsure compliance with tenancy terms, proactively addressing breaches and improving resident satisfaction. \nOversee tenancy audit programmes, tackling illegal occupation and improving the use of housing stock. \nLead on quarterly estate inspections with repairs and estate services teams, working with TRAs to maintain excellent standards and deliver clean, safe, well-managed estates. \nEnsure actions from Fire Risk Assessments (FRAs) are implemented by the team. \n\n3.

Anti-Social Behaviour & Vulnerability Support\nProvide strategic oversight of ASB case management, ensuring effective, timely interventions using the full range of available tools. \nEnsure a victim-centred approach to domestic abuse cases, responding sensitively and taking action against perpetrators where appropriate. \n\n4. Voids, Lettings & Income\nManage end-to-end voids, ensuring properties are returned in target timescales and let promptly. \nOptimise income recovery by driving efficiency across the voids and lettings process.\n\n5. Performance, Budget & Compliance\nMonitor KPIs to ensure service delivery meets targets and identifies improvements. \nControl budgets, reduce costs, and improve value for money. \nRepresent the organisation in court hearings, safeguarding conferences, and internal/external forums. \n\n6.

Resident Engagement & Communication\nDevelop strategies for meaningful resident engagement, ensuring residents influence service design and delivery. \nBuild strong relationships with Tenant & Resident Associations, acting as a key advisor and supporting increased resident involvement. \nHandle complaints from residents, councillors and MPs, ensuring high-quality responses and using insights to drive service improvement. \n\n7. Leadership & People Management\nBuild and motivate an effective team, promoting a culture of continuous improvement, professionalism and accountability. Housing Manager \nChampion best practice, innovation, and service excellence. \n\n8.

Corporate Responsibilities Includes (adapted from original):\n\nSupporting organisational emergency planning. \nEnsuring effective information management, IT use, data quality and compliance. \nAdhering to Equal Opportunities, Health & Safety, and Safeguarding requirements. \nWorking flexibly to meet the changing needs of the service. \n\nPerson Specification \nDegree-level education or a recognised housing qualification (e.g., CIH Level 4) OR equivalent experience. \n\nKnowledge & Experience\nStrong experience managing neighbourhood services within social housing.\nProven success in leading teams, performance management, and delivering service improvements. \nExcellent understanding of housing legislation, tenancy management, ASB, voids and lettings. \nA track record of managing change, reducing costs, and improving customer satisfaction. \n\nSkills & Abilities\nStrong leadership and coaching skills. \nAbility to analyse data and plan resources effectively.  \nExcellent communication skills – written, verbal, and presentation. \nStrong relationship-building and influencing skills across stakeholders.\nProficient in Microsoft Office applications.\nAt Pertemps, we are committed to supporting talented professionals who are passionate about delivering meaningful change within Housing Services.
