We are seeking an experienced and highly skilled Housing Solutions Review Officer to provide an independent, professional and legally robust reviews and appeals service within our client’s Housing and Homelessness Service.
You will conduct statutory reviews under the Allocations Policy and homelessness legislation, ensuring decisions are lawful, fair and able to withstand legal, political and media scrutiny. The role is requiring strong legal knowledge, sound judgement and the ability to manage complex cases involving vulnerable households.
Key Responsibilities
* Conduct independent statutory reviews of housing and homelessness decisions in line with relevant legislation and guidance
* Liaise with service users, legal representatives, advocates, external agencies and statutory partners
* Draft, issue and defend high-quality statutory review decisions
* Manage and control the use of temporary accommodation during review and appeal processes
* Work collaboratively with Homelessness and Housing teams to meet statutory timeframes
* Attend case conferences relating to complex, high-risk and vulnerable households
* Deal with complaints, correspondence and enquiries from solicitors, councillors, MPs, the Ombudsman and other stakeholders
* Maintain accurate case records and uphold high standards of information governance
* Provide feedback to the Review Team Manager to improve service quality and reduce appeals
* Deputise for the Review Manager when required
About You
You will bring strong legal and housing expertise, alongside a commitment to Lambeth’s values.
Essential requirements include:
* Substantial experience in housing reviews, homelessness decision-making or appeals work (minimum 12 months within the last 2 years)
* In-depth knowledge of housing and public law, including the Housing Act, Homelessness Reduction Act, Equality Act, and related legislation (e.g. Care Act, Children Act, Immigration and Mental Health legislation)
* Proven ability to write clear, robust and defensible statutory decisions
* Experience working with vulnerable customers with complex and multiple needs
* Confidence in liaising with legal professionals and representing the Council in court
* Strong organisational skills with the ability to manage competing deadlines
* A professional, empathetic and customer-focused approach
