Urgent Contract Opportunity – Join Swindon Borough Council's HR & OD team as an HR Consultant – Transformation!

Location: Civic Campus, Euclid Street, Swindon SN1 2JG (Hybrid – 2-3 days office-based)

Duration: 39 weeks, starting 15 April 2026

Hours: 37 per week


The Role

Reporting to the HR Consultancy Lead, you'll provide pragmatic, risk-based HR advice to drive performance improvement across the Council. Manage complex ER casework, coach managers, support TUPE transfers, and use data/AI insights for proactive solutions.


Key Responsibilities

  • Handle caseloads: disciplinary, grievance, performance, absence, probation
  • Coach line managers to build people management capability
  • Lead TUPE in/out processes and trade union negotiations
  • Analyse HR data trends and recommend solutions
  • Triage queries, support policy development, and resolve conflicts (incl. mediation)
  • Collaborate with OD to upskill managers organisation-wide


Essential Requirements

  • CIPD Level 5 (or equivalent experience) + Bachelor's degree or equivalent
  • HR Manager/Consultant experience with trade unions and public sector ER casework
  • Up-to-date employment law knowledge and TUPE expertise
  • Strong analytics, problem-solving, and communication skills
  • Eligible to work in the UK
