Job Description
Rubicon Consulting is currently recruiting for an ISS Project Manager on a 9 month contract, located in Liverpool\n\nThis role falls OUTSIDE IR35\n\nRole Purpose\n\nThe Project Manager will be responsible for the end-to-end delivery of Design & Build Integrated Security Systems (ISS) projects, managing turnkey solutions from initial concept and detailed design through procurement, installation, commissioning, and handover. The role requires a hands-on, commercially astute professional with experience delivering high-value ISS projects within regulated environments, including substations and gas sites.\n\nKey Responsibilities\n\nProject Delivery\n\n· Deliver turnkey Design & Build ISS projects with values of up to £5 million\n\n· Manage the full project lifecycle from feasibility, design, and procurement through installation and commissioning\n\n· Develop and manage project programmes, budgets, and resources\n\n· Implement effective risk management, change control, and governance processes\n\nDesign Management\n\n· Lead and coordinate the ISS design process, ensuring solutions meet client, operational, and regulatory requirements\n\n· Oversee designs for security solutions in substations and gas sites\n\n· Ensure all designs comply with relevant standards, including UL requirements for gas sites\n\n· Review and approve technical submissions, drawings, and specifications\n\nCommercial & Financial Control\n\n· Maintain full commercial responsibility for assigned projects\n\n· Manage cost forecasts, cash flow, variations, and final accounts\n\n· Ensure projects are delivered within agreed financial parameters\n\n· Support commercial negotiations with clients, suppliers, and subcontractors\n\nSite & Installation Management\n\n· Oversee site activities and subcontractors across live operational environments\n\n· Ensure strict compliance with Health & Safety legislation, site rules, and RAMS\n\n· Conduct site inspections and chair progress meetings\n\n· Actively support and guide site teams in a hands-on capacity\n\nClient & Stakeholder Management\n\n· Serve as the primary point of contact for clients and key stakeholders\n\n· Build and maintain strong working relationships with utility providers and site operators\n\n· Provide clear progress reporting and manage client expectations\n\n· Resolve issues promptly and professionally\n\nCommissioning & Handover\n\n· Manage system testing, commissioning, and integration\n\n· Ensure completion of as-built documentation, O&M manuals, and client training\n\n· Achieve successful handover and client sign-off\n\nTypical Systems Delivered\n\n· CCTV and Video Management Systems\n\n· Access Control Systems\n\n· Intruder and Perimeter Detection\n\n· Intercoms and Integrated Security Platforms\n\n· Interfaces with critical infrastructure and control systems\n\nSkills & Experience\n\nEssential\n\n · Experienced Project Manager with a proven track record of delivering turnkey Design & Build ISS projects up to £5 million\n\n· Demonstrable experience overseeing D&B solutions within substations and/or gas sites\n\n· Strong understanding of working in regulated utility environments\n\n· Proven experience delivering projects compliant with UL standards, specifically UL coverage for gas sites\n\n· Commercially astute and hands-on, with the ability to manage budgets, variations, and programme while remaining actively involved in delivery\n\n· Strong leadership, communication, and stakeholder management skills\n\nDesirable\n\n · Experience working on critical infrastructure or utility frameworks\n\n· Knowledge of British and European security standards\n\n· Familiarity with NEC or JCT contracts\n\n· Background in electronic security, electrical, or systems engineering\n\nQualifications\n\n · Project Management qualification (PRINCE2, APM, PMP, or equivalent) – desirable\n\n· SMSTS / CSCS – desirable\n\n· Relevant technical qualification in security or electrical disciplines – desirable\n\nPersonal Attributes\n\n· Proactive and solution-focused\n\n· Highly organised with strong attention to detail\n\n· Confident decision-maker\n\n· Comfortable working in high-risk, live operational environments\n\n· Strong ownership mindset from start to finish\n\nOur Company\n\nRubicon Consulting is a Talent management consultancy which helps you to optimise business performance and competitive advantage by choosing the right people first time
