ISS Project Manager

Rubicon Consulting is currently recruiting for an ISS Project Manager on a 9 month contract, located in Liverpool
This role falls OUTSIDE IR35
Role Purpose
The Project Manager will be responsible for the end-to-end delivery of Design & Build Integrated Security Systems (ISS) projects, managing turnkey solutions from initial concept and detailed design through procurement, installation, commissioning, and handover. The role requires a hands-on, commercially astute professional with experience delivering high-value ISS projects within regulated environments, including substations and gas sites.
Key Responsibilities
Project Delivery
· Deliver turnkey Design & Build ISS projects with values of up to £5 million
· Manage the full project lifecycle from feasibility, design, and procurement through installation and commissioning
· Develop and manage project programmes, budgets, and resources
· Implement effective risk management, change control, and governance processes
Design Management
· Lead and coordinate the ISS design process, ensuring solutions meet client, operational, and regulatory requirements
· Oversee designs for security solutions in substations and gas sites
· Ensure all designs comply with relevant standards, including UL requirements for gas sites
· Review and approve technical submissions, drawings, and specifications
Commercial & Financial Control
· Maintain full commercial responsibility for assigned projects
· Manage cost forecasts, cash flow, variations, and final accounts
· Ensure projects are delivered within agreed financial parameters
· Support commercial negotiations with clients, suppliers, and subcontractors
Site & Installation Management
· Oversee site activities and subcontractors across live operational environments
· Ensure strict compliance with Health & Safety legislation, site rules, and RAMS
· Conduct site inspections and chair progress meetings
· Actively support and guide site teams in a hands-on capacity
Client & Stakeholder Management
· Serve as the primary point of contact for clients and key stakeholders
· Build and maintain strong working relationships with utility providers and site operators
· Provide clear progress reporting and manage client expectations
· Resolve issues promptly and professionally
Commissioning & Handover
· Manage system testing, commissioning, and integration
· Ensure completion of as-built documentation, O&M manuals, and client training
· Achieve successful handover and client sign-off

Skills & Experience
Essential
· Experienced Project Manager with a proven track record of delivering turnkey Design & Build ISS projects up to £5 million
· Demonstrable experience overseeing D&B solutions within substations and/or gas sites
· Strong understanding of working in regulated utility environments
· Proven experience delivering projects compliant with UL standards, specifically UL coverage for gas sites
· Commercially astute and hands-on, with the ability to manage budgets, variations, and programme while remaining actively involved in delivery
· Strong leadership, communication, and stakeholder management skills
Desirable
· Experience working on critical national infrastructure or utility frameworks
· Knowledge of British and European security standards
· Familiarity with NEC or JCT contracts
· Background in electronic security, electrical, or systems engineering
Qualifications
· Project Management qualification (PRINCE2, APM, PMP, or equivalent) – desirable
· SMSTS / CSCS – desirable
· Relevant technical qualification in security or electrical disciplines – desirable
