About The Role
PwC has the UK's largest Local Public Services consultancy team. We are currently working with Councils, Housing Associations, Charities and devolved Governments across the country.
These include increasing our Local Public Services team within the Enterprise Transformation (ET) Consulting Practice. The Enterprise Transformation team are passionate about working with and helping our Local Public Services (LPS) clients to transform the way they work at the organisation-wide level.
Our Local Public Services team help our clients change how they work to respond to the rapidly changing demand across the public sector. We support our clients by using evidence and organisation-wide operating models enabled by technology. We also focus on transforming within the functions of our clients such as Social Care and Housing.
We’re looking for motivated individuals with experience in cost reduction, procurement, and delivering operational improvements in local public services. Ideally, you’ll also have a background in consulting or professional services.
You’ll care deeply about the future of public services and bring that passion to your work. Whether your experience is in councils, charities, housing associations, or arm’s-length bodies, you'll use your knowledge and energy to make a real difference.
What Your Days Will Look Like
As a Manager you’ll work as part of a team of problem solvers with extensive consulting and industry experience, helping our Local Public Services clients solve business issues from identification to full implementation.
Specific Responsibilities Include, But Are Not Limited To
- Working as part of the LPS team to deliver transformation programmes to our clients across the country.
- Proactively assist in the management of several clients, while reporting to Senior Managers and above;
- Establish effective working relationships directly with clients;
- Contribute to the development of your own and team's technical acumen;
- Keep up to date with local and national business and economic issues;
- Be actively involved in business development activities to help identify and research opportunities on new/existing clients;
Cost Reduction & Procurement
- Identifying cost-saving opportunities across services and supply chains.
- Designing and implementing cost management and procurement strategies.
- Leading contract management and strategic supplier relationship programmes.
- Reviewing operations to improve efficiency and outcomes.
- Driving process improvements and performance enhancements.
- Leading change management and supporting implementation.
- Helping clients reimagine their procurement and commercial functions.
- Using data and technology to deliver smarter services and savings.
- Embedding new digital tools and approaches into day-to-day operations.

We would expect sector and capability experience in one or more of:
- Experience in the public sector (e.g. local government, transport, central government) or in consultancy supporting public sector clients.
- A proven track record of delivering transformation, cost savings, or procurement improvements.
- You’ll also be able to show how your work has delivered real, measurable benefits – both financial and non-financial – for your clients or organisation.
- Strong problem-solving and analytical skills, with experience turning data into insight.
- Excellent communication, negotiation and influencing skills, including presenting to senior stakeholders and conducting commercial negotiations with suppliers.
- Familiarity with digital tools, data analytics, or emerging technologies like generative AI.
- Willingness to travel as needed to support clients on the ground.
