Job Description
Facilities Management (FM) Manager – Building Services (M&E)\nLocation: Canary Wharf\nProject Type: Major Commercial Building – Financial Services Sector\nPosition Type: Permanent\nPackage: £65k - £70k per annum DOE\n\nRole Overview\nThe Facilities Management (FM) Manager will oversee the handover, operation, and long-term maintenance of all Mechanical and Electrical (M&E) services within a major commercial office building in Canary Wharf.\nThe role will manage the transition from project completion into full operational facilities management, ensuring all building systems are properly commissioned, documented, and maintained. Following handover, the FM Manager will retain ongoing responsibility for the performance, compliance, and lifecycle management of the building’s M&E infrastructure, ensuring safe, efficient, and reliable operation.\n\nKey Responsibilities\n\nProject Handover & Transition\n\nManage the transition from construction to operational facilities management.\n\nReview commissioning documentation, O&M manuals, warranties, and asset registers.\n\nEnsure all building systems are fully tested, compliant, and ready for operational use.\n\nCoordinate with project teams and contractors to resolve outstanding issues.\n\nImplement operational procedures and maintenance strategies.\n\nMechanical & Electrical Systems Management\nOversee the operation and maintenance of building services including:\n\nHVAC and ventilation systems\n\nElectrical distribution systems\n\nStandby generators and UPS systems\n\nBuilding Management System (BMS)\n\nFire detection and life safety systems\n\nLighting and emergency lighting\n\nWater services and pumps\n\nEnsure all plant and equipment operate safely and efficiently.\n\nLong-Term Facilities Management\nFollowing project completion, the FM Manager will assume permanent responsibility for building operations, including:\n\nManagement of all M&E infrastructure\n\nAsset lifecycle planning and replacement strategies\n\nPerformance optimisation and service improvement\n\nSupport of tenant operational requirements\n\nPlanned Preventative Maintenance (PPM)\n\nDevelop and manage planned preventative maintenance programmes.\n\nEnsure compliance with statutory regulations, industry standards, and manufacturer guidance.\n\nMaintain accurate maintenance records and asset registers.\n\nCompliance & Safety\nEnsure compliance with all relevant UK regulations including:\n\nHealth & Safety at Work Act\n\nElectricity at Work Regulations\n\nFire Safety Regulations\n\nLegionella control requirements\n\nIndustry maintenance standards such as SFG20\n\nMaintain documentation and ensure audit readiness.\n\nContractor & Operational Management\n\nManage specialist maintenance contractors and service providers.\n\nMonitor performance against service levels and KPIs.\n\nReview Risk Assessments and Method Statements (RAMS).\n\nManage reactive maintenance and incident response.\n\nIdentify operational improvements and energy efficiency opportunities.\n\nFinancial & Reporting\n\nManage maintenance budgets and service costs.\n\nProduce operational and performance reports.\n\nPlan long-term capital replacement for building assets.\n\nRequired Experience\n\nExperience in Facilities Management or Building Services Management\n\nStrong knowledge of Mechanical and Electrical systems\n\nExperience in commercial office or critical infrastructure buildings\n\nExperience managing commissioning and project handover\n\nFamiliarity with Building Management Systems (BMS)\n\nQualifications ()\n\nHNC / HND / Degree in Building Services, Mechanical or Electrical Engineering\n\nIOSH or NEBOSH Health & Safety qualification\n\nMembership of professional bodies such as:\n\nChartered Institution of Building Services Engineers\n\nInstitute of Workplace and Facilities Management\n\nRole Objective\nTo ensure the successful handover and long-term management of all Mechanical and Electrical services, maintaining a safe, compliant, and high-performing building environment
