Job Description
A leading organisation in the Leeds area is seeking a PMO Assurance & Controls Manager to play a key role in shaping the controls, reporting and governance capability for a major long‑term capital investment programme. This is a senior position within a growing PMO function, offering the chance to influence project performance across a complex, multi‑stakeholder delivery landscape.\n\nIn this role, you'll lead the development and implementation of an integrated programme controls framework, ensuring that cost, schedule, risk and performance information is aligned, accurate and meaningful. You'll provide assurance, challenge, and insight across a portfolio of high‑value projects, supporting informed decision-making and promoting delivery excellence.\n\nThe ideal candidate will bring experience from large scale infrastructure, capital programmes, engineering, or comparable complex delivery environments - however candidates from aligned sectors with robust PMO / controls experience are also encouraged to apply.\n\nKey Responsibilities:\n\nLead the programme control function, driving alignment between financial forecasts, scheduling, reporting and performance metrics\nDevelop and embed proportionate assurance processes across the programme\nProduce high quality programme and project health reporting, offering constructive challenge and solution focused recommendations\nCoordinate and quality‑assure programme status data, ensuring accuracy and consistency\nFacilitate workshops and working sessions with internal and external stakeholders to define and refine controls requirements\nMonitor compliance with project controls processes and support continuous improvement\nIdentify emerging risks and performance threats, driving proactive mitigation\nSupport the development of best practice across the wider PMO and project communitySkills & Experience:\n\nStrong background in PMO, project controls or assurance across major, multi‑disciplinary projects\nExperience within large infrastructure, engineering, construction or other complex delivery environments (or similar high complexity sectors)\nDemonstrable experience in full lifecycle project delivery and project controls best practice\nProficiency with tools such as Primavera, cost management software or risk systems\nAbility to interpret and communicate key messages from performance data\nExperience establishing or improving reporting frameworks and governance processes\nStrong leadership, stakeholder engagement and communication skills\nAbility to challenge constructively, influence behaviours and drive standardsDesirable:\n\nExperience coaching or influencing senior stakeholders\nFamiliarity with complex commercial or contractual environments\nExperience working on large capital programmes or major project portfoliosWhy Apply:\n\nCompetitive salary with negotiable range\nCar allowance and annual bonus\nPrivate healthcare\nGenerous pension scheme\nHybrid working\nRange of flexible benefits\nInvolvement in a major, long‑term programme with significant impactIf you're an experienced PMO or project controls professional looking for a senior role where you can shape governance, influence delivery, and contribute to a major investment programme, we'd love to hear from you.\n\nIf you're interested in this role, click 'apply now' to forward an up-to-date copy of your CV.\n\nHays Specialist Recruitment Limited acts as an employment agency for permanent recruitment and employment business for the supply of temporary workers.
