Policy & Commercial Development Lead

Role Summary: The Policy & Commercial Development Lead will report to the Senior Policy & Commercial Development Manager and will be expected to work closely with other members of the team and the wider organisation. There will also be the opportunity to support and work with the wider Strategy & Development team including the teams Director. The Policy and Commercial Development Lead will: Focus on the Capacity Market (including attendance of the Capacity Market Advisory Group) and Carbon Capture Utilisation and Storage schemes via policy and regulation analysis, position formation and stakeholder engagement across LCCC, DESNZ, Ofgem, NESO, Elexon, trade associations and other industry stakeholders;
Other areas of policy and regulation include but are not limited to: Flexibility, Storage, Elexon modifications, state aid, metering issues relating to the CM and CCUS schemes, Energy Retail including metering arrangements, levies, and other forms of scheme funding relevant to LCCC such as via direct Government funding;
Track, understand, engage with and communicate key market and policy developments in the energy and other relevant Net Zero sectors;
Identify and produce analysis and insights that will help deliver the companys strategy to be an independent Centre of Expertise and Trusted Advisor on Scheme Delivery, and inform company positions on future policy design and development;
Support other business units in the delivery of their functions, specifically scheme management, business development and change management;
Work closely with Strategy, Communications, Analytics and other LCCC business areas to help build LCCCs capacity and capability to support the delivery analysis and insights;
Lead and/or support the development of our Policy, Regulation and Development work for Government on existing and new schemes; and
Work with colleagues, industry and DESNZ to quantify impacts of policy and commercial changes on consumers and our managed schemes counterparties.
Key Responsibilities Influence - Build and shape external relationships within Government, the energy industry and other sectors looking to decarbonise: Help identify and build external relationships within Government, industry and other influencers in relevant Net Zero sectors;
Brief senior leadership and executives ahead of their external engagements; and
Influence to support the policy engagement of our current and potential new schemes.
Engage with industry and other key stakeholders to develop the commercial side of the schemes: Profile and research the commercial impacts of risks and opportunities to our business in relation to how industry players engage with our schemes;
Carry out analysis of policy areas that have the potential to impact the consumer/tax-payer and/or industry; and
Develop contractual changes which will evolve the schemes to match industry innovation.
Track, understand and communicate key market and policy developments: Draft clear and evidenced briefings, position papers and insights pieces for the purpose of internal communications;
Distil and simply communicate complex information to the business; and
Identify and produce analysis and insights that will help deliver the companys strategy to accelerate the delivery of Net Zero.
Skills Knowledge and Expertise Essential Considerable experience working experience in these three areas: Working in a policy and regulation role;
Direct experience and knowledge of the Capacity Market and Carbon Capture schemes; and
Ability to influence and build positive internal and external working relationships across different teams/organisations.
Comprehensive policy experience working with government or regulators.
Commercial acumen, able to break down and explain commercial issues.
A demonstrable interest in clean power/ low carbon technologies/ sustainability
Ability to quickly and effectively understand a problem/ issue, gather and consider intelligence to identify a solution.
A policy mindset, able to join the dots across internal and external environments.
Effective communication skills (verbal and written), able to communicate complex ideas effectively to senior leaders.
Stakeholder management (both internal and external). Ability to influence and build positive internal and external working relationships across different teams and organisations.
Active listener that looks to understand others concerns and incorporate their viewpoints.
Well-developed qualitative and quantitative research skills with the ability to extract and analyse relevant information to make sound judgements.
Desirable Knowledge and experience in AI and Quantum policy and technology;
Datacentre energy and demand impacts on LCCC/ESC schemes;
LCCC Hydrogen schemes knowledge and prior experience;
EU policy and regulation incl. green taxonomy, EU net zero goals, state aid
Managing projects with appropriate controls and governance;
Understanding of UKs energy sector and evolution of policy landscape;
Effective communication skills (verbal and written), able to communicate complex ideas effectively at all levels to both internal and external audiences;
Active listener that looks to understand others concerns and incorporate their viewpoints;
Able to produce detailed reports and presentations to clearly present findings;
Client facing or consultancy;
Well-developed qualitative and quantitative research skills with the ability to extract and analyse relevant data to make sound judgements; and
Experience in developing and deploying cost benefit/economic analysis and impact assessments.
Experience of low carbon technology deployment and the Net Zero investment challenge.
Experience of managing projects.
