The Role:

As the Pre‑Construction Technical Officer, you will lead on all technical planning and pre‑construction activities, producing detailed specifications, drawings, feasibility studies and compliance checks to support planned works, regeneration, net zero programmes and major investment schemes. You'll work closely with internal teams, consultants, contractors and residents to make sure every project starts on the right footing, fully aligned with legislative, safety and quality standards.

Key Responsibilities:

* Produce detailed technical specifications, briefs, drawings and schedules for planned works, regeneration and net‑zero projects.

* Carry out technical assessments, feasibility studies, site surveys and property inspections.

* Ensure all pre‑construction documentation meets regulatory, safety and policy requirements, including Building Regulations, CDM, Asbestos regulations and the Building Safety Act.

* Prepare preliminary costings, tender documents and support procurement processes.

* Support the integration of Decent Homes, compliance and Building Safety Act requirements into project planning.

* Maintain project documentation, H&S files, risk registers and reporting for managers.

* Liaise with internal teams, consultants and contractors to ensure smooth transition from design to delivery.
