Role: Programme Lead - Local Government Reorganisation (LGR)
Type: Interim Contract 4 to 6 months
Salary: 550 - 750 per day (Umbrella, DOE)
Hybrid or Remote: Remote (occasional travel)
Location: Lincolnshire

Sellick Partnership is partnering with a Local Authority to recruit a Programme Lead - Local Government Reorganisation (LGR) on an interim basis.

The Responsibilities of the Programme Lead will be:

Leading the development and delivery of the council's full LGR proposal for submission to Government in November 2025.
Acting as the key contact for the SRO and LGR Programme Board, overseeing all programme activity.
Managing the programme timeline, governance, risk register, and stakeholder engagement.
Building strong working relationships with Elected Members, senior officers, and neighbouring councils.
Leading cross-functional teams and managing external advisers to ensure the proposal meets Government criteria.
Managing the programme budget and ensuring statutory compliance throughout.

The Ideal candidate for the Programme Lead role will have:

Senior-level programme leadership experience within a local authority or similar public sector organisation.
In-depth understanding of Local Government Reorganisation (LGR) or similar large-scale public sector transformation.
Political awareness and experience engaging with Members, Government, and senior stakeholders.
Proven ability to lead complex change across multiple organisations or directorates.
Strong strategic thinking, programme management, and report writing skills.
A credible and resilient leadership style with a strong commitment to public service outcomes.
