A large public sector organisation is currently recruiting an experienced Quality Assurance & Compliance Lead on a permanent basis to enhance the quality, consistency, and impact of Learning & Development across the organisation.


Based in London, they will be offered on a hybrid working basis with 3 days on site per week required. You will also receive a significant civil service pension with 28.97% contribution by the employer annually as part of your package. Your annual leave will be 28 days + bank holidays rising to 33 day after 5 years of service.


In this crucial role, you will create and oversee a robust QA & Compliance Framework, ensuring all L&D provision meets policing, professional, and regulatory standards. You’ll work with internal teams, external bodies, and senior leaders to champion excellence, continuous improvement, and evidence‑based decision making.


The Role


  • Designing, implementing, and enhancing a comprehensive QA & Compliance Framework.
  • Embedding high‑quality procedures, standards, and monitoring processes across all L&D programmes.
  • Overseeing audits, quality checks, documentation standards, and compliance activities across multiple academies.
  • Leading programme effectiveness reviews using data, learner feedback, and evaluation insights.
  • Driving a culture of continuous improvement through structured reviews and Quality Improvement Plans.
  • Acting as the primary liaison with regulatory and accreditation bodies
  • Coordinating regulatory submissions and ensuring all licensing requirements remain up‑to‑date.
  • Identifying risks and non‑compliance, developing mitigation plans with local leaders.
  • Producing high‑quality reports for senior management on QA performance and compliance outcomes.
  • Coaching and upskilling L&D staff in QA practices and compliance expectations.
  • Leading forums and building relationships with key stakeholders to support professional education delivery.

Knowledge

  • Deep understanding of high‑quality L&D delivery, adult learning theory, curriculum design, and resource development.
  • Strong knowledge of QA and compliance methodologies within learning environments.
  • Awareness of regulatory standards relevant to professional education.


Skills

  • Ability to provide clear, constructive feedback to improve practice.
  • Skilled in designing and overseeing QA and compliance processes.
  • Strong report writing and presentation capability.
  • Effective team leadership aligned to organisational values.


Experience

  • Significant experience designing and delivering high‑quality learning programmes.
  • Substantial background in QA and regulatory compliance within L&D.
  • Proven success leading multi‑site teams in a complex organisation.
  • Experience conducting audits against awarding‑body/regulatory standards and driving improvements.


Qualifications

  • Essential: Degree‑level education or equivalent experience.
  • Essential: Relevant teaching/training qualification (e.g., Level 5 Diploma in Education & Training, PGCE).
  • Desirable: Internal Quality Assurance (IQA) certification (e.g., TAQA, V1), CIPD Level 5+.
  • Evidence of ongoing professional development.
