Main Purpose of Role
Perform the role of the Commission Manager, taking responsibility for end‑to‑end service delivery Ensure that client objectives are met through the delivery of an effective cost management service
Scope Senior Cost Managers handle commissions of varying sizes; typically projects fall within the £10m to £50m range. Key Accountabilities Commission Management
Coach junior staff and allocate roles to ensure effective cost management on all projects Advise clients on feasibility studies and procurement options Manage estimating and cost planning stages, presenting final cost plans to the client Tendering and procuring, including pre‑qualification, tender list, preliminaries, analysis and contract documentation using The Hive, eTender Platform and related tools Act as contract administrator: handle post‑contract cost variances, change control processes and refer major changes to line manager Peer‑review cost allowances, conduct valuations on larger projects, ensuring timely and accurate cost checking and valuation Produce monthly post‑contract cost reports via the Cost Control App and present to the client Input into value engineering and negotiate final accounts Interface with clients, Project Managers and other consultants at all project stages Collaborate with Turner & Townsend’s project management team during delivery Lead a cost management team when appropriate Utilise bespoke digital tools – The Hive (Benchmarking App, CostX, Market Rates App), eTender Platform, Cost Control App Implement the Embodied Carbon Calculator to produce carbon footprint reports Support execution of the NewLeaf strategy Manage internal fees, internal job costing and resourcing requirements
Marketing and Business Development
Identify opportunities to develop new business with existing clients and report to the line manager using the marketing database Develop and maintain a professional network of peers and potential clients Lead bid submissions Identify ways to improve cost management procedures, templates and products Participate in external groups, networking and CPD events
Internal Management Accountabilities
Knowledge management – capture key information and learning from each commission in the internal database Process improvement – propose internal system and process enhancements to the line manager Lead support, development and mentorship of junior staff members Manage projects on D365
Reporting Depending on context, a Senior Cost Manager typically reports to an Associate Director, Project Director or Director. Key Performance Indicators
Commissions managed to quality standards and delivered efficiently and on time Service delivery aligns with conditions of appointment Development of good relationships with clients and cross‑functional teams Effective member of the cost management team, including supervision of Assistants, Cost Managers and junior staff Identification of new business opportunities with existing clients Monitoring margin levels on all commissions Effective cascading and retention of key information and data
