Role description:

We are looking for a Senior Quantity Surveyor to join our Nuclear Consultancy business supporting some of the UK's largest Nuclear work. The projects combine both new build and decommissioning within a structured collaborative environment working with colleagues who are focused on innovative solutions and teamwork where the focus is on delivery of programme outputs.

In Quantity Surveying, you'll help manage and deliver our projects on time, in budget and to the expected standards of quality. You'll liaise with external contractors and consultants, report to clients and stakeholders, and deploy resources effectively.

Role accountabilities:

  • To have a thorough understanding and extensive working knowledge of the suite of NEC3 contracts
  • To understand the standard contract clauses and any additional contract clauses for their assigned projects
  • ensure and fully understand all contract documentation and ensure it is readily available for use by the project controls team on the project
  • To participate in project reviews and audits and conduct self-assessments of the Cost Management arrangements to ensure compliance is achieved with company procedures and contractual obligations;
  • Instigate and lead independent project and contract performance reviews as and when agreed on behalf of the Function Lead
  • Provide, in conjunction with the estimating function, pre tender estimates to support tender cost analysis, analyse tenders and issue recommendations
  • Provide estimates where relevant using standard methods of measurement (NRM2, SMM7, CESMM3 etc.).
  • Perform all post-contract cost activities e.g.:-, Assess the amount due at each assessment date with or without an application from the contractor, raise payment certificates and ensure SEN's are raised, assess CE's and EW's, assess and recommend acceptance / rejection of programmes, review of pain/gain share, review and assess and make recommendations for Contract close out assessments. Mandatory use of company contract management system to administer the contract communication obligations e.g. CEMAR. Support the project manager with timely administration of contract management duties and escalate where required
  • Validate and interrogate supply chain data to assist in accurate cost forecasting and trending and work with the supply chain to understand variances, track expenditure against progress, drive cost accuracy and ensure timely and accurate reporting;
  • Responsible for monthly contract EAC forecasts with the cost engineer and liaise closely with Project Manager and Programmes to provide advice on any changes and variations to the contract
  • Support value engineering process through review of scope and cost
  • Instigate, lead and perform Defined Cost Audits when required in addition to the monthly assessments required under the contract.
  • Seek out and analyse relevant current and historical data to support robust cost estimating of activities and ensure data is collected, reviewed and used by quantity surveyors and cost engineers
  • Support cost engineers development through structured mentoring and coaching including delivery of training on behalf of Function Lead

Travel:

Travel required to nuclear sites across areas such as Hinkley, Oldbury & Berkeley

Qualifications & Experience:
  • A relevant professional qualification (e.g. RICS, CIOB or equivalent significant quantity surveying experience.
  • Membership of a relevant professional body
  • Significant experience within a relevant project environment
  • Significant experience of NEC3 and/or cost management across a broad range of complex projects
  • Experience and knowledge of standard method of measurement (SMM7, CESMM3, NRM2)
  • Experience and understanding of CDM regulations
  • Demonstrable knowledge of Earned Value Management and reporting and cost management techniques
  • Experience of identifying, analysing, and solving problems including undertaking independent project reviews and providing independent advice & guidance
  • Demonstrable knowledge of risk management and risk analysis including contract risks
