Location: Coventry or DerbyWorking Pattern: HybridContract Length: 6–12 monthsStatus: Inside IR35Role Objective The role will be responsible for ensuring supplier expenditure is effectively delivering the lowest cost and highest standards.This role will involve analysing, negotiating and managing contractual or cost issues, as well as coordinating with the supply chain and engineers to identify and drive continuous improvement in the delivery of the AMP capital programme.Key Accountabilities Main Duties for the Role Evaluate promoted works orders in relation to all commercial aspects of feasibility, value for money and contractual robustness.Define and deliver the sourcing strategy. Evaluate supplier proposals to ensure they provide suitable and reliable solutions to business needs.Validate, test and challenge the costs associated with work orders, identifying and delivering opportunities for improvement. This will include reviewing assumptions in cost curves, leveraging market intelligence and benchmarking capabilities.Analyse risks and opportunities and implement the best commercial structure to support successful delivery.Negotiate and finalise work order terms and compensation claims with contractors.Contribute to the development and implementation of capital works sourcing strategy and frameworks.Source capital works, goods and services through supply chain partners.Negotiate contractual and cost issues.Run tenders and commercial negotiations.Ensure delivery against agreed savings targets. Additional Areas for Potential Leadership Within the Function Management of Framework Documents, Works Orders, Services Orders, Secondment Agreements, e-Sourcing and SAP.Monthly reporting.Savings tracker, £s in the ground, productivity metrics.Whilst the role has no direct reports, it will involve managing supply chain partners, consultants and internal stakeholders. Experience To succeed in this role, it is expected that you will have: Successfully operated as a Senior Quantity Surveyor on Civil Engineering and Building Projects (preferably within the water industry).Strong commercial and engineering background with an appropriate professional qualification such as CIPS, RICS or CEng.Significant commercial experience managing contracts and suppliers. Ideally, a good proportion of this experience will be with civil engineering contractors and/or consultant engineers.Highly effective supplier management capability.Good knowledge of contract law, ideally with experience of NEC forms of contract.Demonstrated capability to fully evaluate project costs and identify/unlock efficiencies.Proven track record of successfully managing large projects.Experience and knowledge of purchasing processes (e.g. managing tenders and contracts).Highly numerate with excellent analytical skills.Ability to use a variety of software including SAP, Access, Excel, Word and PowerPoint.Understanding of EU Procurement Regulations would be desirable.
