About the role

As Social Value Manager, you will lead the delivery of the Social Value Strategy across the Cardiff and Vale Partnership Programme, ensuring community engagement plans and agreed KPIs are achieved. Working closely with work-winning and project delivery teams, you will develop and embed practical, site-based social value plans while contributing to tender submissions with clear, deliverable proposals and cost advice.

You will collaborate with commercial, operational and supply chain teams to embed social value throughout project delivery, managing budgets, supporting subcontractors and delivering training to ensure consistent understanding and performance. You will also establish and oversee effective monitoring and reporting processes in line with frameworks such as Social Value Portal and Thrive, providing timely updates to internal teams and external stakeholders.

Acting as the key point of contact for social value and community engagement, you will build strong relationships with local authorities, education providers, community organisations and other partners. You will represent the organisation at local forums and stakeholder meetings, lead on external communications including case studies, promote social value activities and support project teams to continually improve community engagement outcomes.

About you

Success in this role requires a strong understanding of health and safety requirements, alongside solid knowledge of contracts and contract documentation. You should demonstrate expertise in construction materials, design principles and modern construction methods and technology. Experience with procurement processes and familiarity with the local subcontractor market are important, as well as well-developed negotiation skills and an awareness of current pricing levels.

You should also have a good understanding of temporary works and management systems such as LIMS and C21. Proficiency in Microsoft Office applications including Word, Excel, Outlook and PowerPoint is also required
