The role

Are you passionate about tackling climate and nature emergencies through better management of natural resources? Do you want to play a key role in reducing flood risk in the River Taff catchment?

We're looking for a motivated and collaborative Programme Manager to lead the development and delivery of a new catchment partnership focused on managing flood risk and building climate resilience. This role offers the opportunity to shape strategic direction, establish effective governance, and drive integrated, nature-based solutions in South Central Wales.

You'll need strong leadership, communication and stakeholder engagement skills, along with a proven ability to deliver change through partnership working. If you can turn ideas into action and inspire others to do the same, we'd love to hear from you.

As an organisation we support flexible working. You will be contracted to an NRW office within the place base / location above and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About Us

South Wales Central is one of seven operational areas within Natural Resources Wales. While it is the smallest in terms of land area, it serves the largest population-around one-third of the people of Wales. Providing high-quality services to our communities is a key priority.

In this role, you'll be part of the South Wales Central Operational Management Team, working alongside managers responsible for Flood Risk, Land Management, Environment Management, and People and Places.

What you will do

• Lead the development of the Taff Catchment Programme including delivery of the short, medium and long term catchment-based objectives, working closely with relevant colleagues in NRW, and a wide range of diverse partners.
• Ensure appropriate governance of the programme is in line with the NRW Portfolio Management Office process and recognised project management processes.
• Provide an expert, professional programme and project management service to manage multi-disciplinary, high value programmes and projects with specific expertise in environmental restoration and engagement projects.
• Manage a central programme team responsible for financial management, communications, people engagement co-ordination, progress reporting, and virtually manage and support further staff across other NRW teams and partners.
• Collaborate with and influence key sectors, stakeholders and senior external colleagues, Ministers, politicians and officials (at Wales and UK levels) to ensure that the Taff Catchment Programme delivers its objectives and overcomes any obstacles to delivery.
• Ensure that financial management including procurement strategies for engaging external services comply with NRW's 'Managing our Money' policy.
• Provide strong and effective advocacy for improved flood risk management, water quality, river restoration and societal benefits across Wales, supporting delivery of the people engagement strategy and funding requirements.
• Develop a Taff Catchment Steering Group and wider Catchment Partnership. Act as primary contact point for advisors, other external Partners, Welsh Government officials and NRW governance groups.
• Capture the learning from this innovative programme to inform the Taff Strategy so it can be scaled up bringing multiple benefits to other river systems in Wales, the UK and further afield.
• Deputise for Management tier colleagues when required.
• Undertake health and safety duties and responsibilities appropriate to the post

• Knowledge of Welsh, UK and EU legislation related to flood risk management, water quality, river restoration and land management practice; Welsh, UK Government policy drivers.
• Knowledge and experience of developing applications for funding including knowledge of National Lottery Heritage Fund (NLHF) assessment criteria.
• Experience of the complex social and environmental issues and opportunities in the Taff Catchment Wales.
• In-depth knowledge of environmental restoration actions and interventions, including key nature-based solutions.
• Proven track record of delivering complex projects or programmes in a collaborative and transformative way.
• Recognised professional/technical qualification such as Prince 2 Practitioner or equivalent relevant knowledge in project management.
• Experience of co-production, co-delivery, public consultation methods, negotiation and people engagement.
• Programme and Project management experience, including budget management, management of staff, work programming, and experience of natural heritage funding.
• Experience leading, managing and supporting multi-disciplinary project teams in complex projects/programmes.
• Effective team working and communication skills with the ability to write clear, concise technical reports
