Technical Manager (Tendering & Pre-Construction)

Northamptonshire – Hybrid working

£75,000 + car/car allowance


Fourblue are working with a leading ICP delivering end-to-end multi-utility solutions spanning electricity, gas, water, and fibre for major residential and commercial developments across the UK.


As they continue to grow, they’re hiring a Technical Manager to lead tendering and pre-construction. This is a high-impact role, overseeing a skilled team to deliver accurate, commercially focused proposals that support efficient and successful project delivery.


Responsibilities of the Technical Manager:

As the Technical Manager, you'll lead a multidisciplinary team responsible for developing accurate and commercially sound quotations, overseeing technical evaluations, and ensuring the smooth handover of projects from tender to delivery.

  • Lead, coach, and manage estimating and pre-construction teams
  • Oversee the preparation of timely and technically sound tenders
  • Collaborate with design, commercial, and delivery teams to align on project scope and feasibility
  • Review utility network studies and technical submissions (using tools like Windebut, Synergy, GasWorks)
  • Drive process improvement, workflow optimisation, and best practice adoption
  • Engage with clients, consultants, and internal stakeholders to ensure clarity and alignment
  • Provide strategic input on complex or multi-phase developments
  • Monitor team performance, report KPIs, and support senior management with technical insight


Criteria for the Technical Manager:

  • At least 5 years of experience in estimating or pre-construction, ideally in utilities, infrastructure, or the ICP/IDNO environment
  • Strong understanding of multi-utility design, cost estimation, and technical documentation
  • Experience leading teams and managing technical submissions
  • Ability to communicate clearly across technical and non-technical stakeholders
  • A proactive, organised mindset with a problem-solving approach
