Role Overview
The Technical Services Manager (TSM) is responsible for managing the end-to-end delivery of Mechanical, Electrical, and Public Health (MEPH) systems across the project lifecycle. Acting as the link between site teams, specialist subcontractors, design consultants, and the client, the TSM ensures that all technical services are coordinated, programmed, installed, and commissioned in line with project goals and compliance standards.
Key Responsibilities
MEPH Coordination & Planning
* Manage detailed MEPH programmes with subcontractors, aligned to the master construction programme.
* Oversee subcontractor procurement schedules, sequencing, labour allocation, and activity durations.
* Conduct tender return reviews, comparisons, and participate in pre/mid/post-tender interviews.
* Review and approve RAMS and Method Statements from subcontractors before works commence.
Project Integration & Technical Control
* Coordinate all MEPH works with the site management team to ensure integration with the wider build.
* Ensure subcontractors always work to the latest approved drawings and communicate drawing changes.
* Manage the production, review, and approval of working drawings in collaboration with the design team.
* Raise and manage RFIs, technical submittals, and document responses in line with agreed project processes.
Installation & Quality Assurance
* Carry out quality checks during first and second fix phases alongside subcontractors.
* Support the site team by issuing sign-off sheets and identifying any non-compliance or remedial actions.
* Participate in pre-start meetings with QSs and subcontractors to clarify technical and commercial expectations.
* Track and report subcontractor progress against programme milestones, issuing site instructions as needed.
* Organise and lead handover meetings and verify system functionality prior to completion.
Utilities, Storage & Commissioning
* Liaise with utilities companies and track key service connections and upgrades.
* Maintain and update a utilities tracker for monthly project reviews.
* Agree with site managers on secure and segregated storage areas for M&E materials.
* Manage the commissioning programme with subcontractors, including method statements, sequencing, and durations.
* Provide weekly commissioning and MEPH progress updates to the site team.
Stakeholder Management
* Develop strong working relationships with MEPH subcontractors, suppliers, consultants, and internal teams.
* Represent technical services during progress meetings and act as the point of contact for all services-related queries.
* Ensure compliance with Building Management Systems (BMS) protocols and project-wide QA procedures.
Candidate Profile
You are a highly organised, technically minded professional with a background in MEPH coordination or building services management. You have a solid understanding of services integration in complex refurbishment and structural schemes, with a hands-on approach to quality, compliance, and programme management.
Essential Skills & Experience
* 5+ years’ experience in a technical building services or M&E coordination role.
* Proven track record of managing subcontractor performance, installation sequencing, and commissioning.
* In-depth knowledge of building services systems (Mechanical, Electrical & Public Health).
* Familiarity with construction drawings, technical submittals, and RFIs.
* Excellent communication and stakeholder engagement skills.
* Strong IT skills including MS Office, MS Project or Asta, and document management platforms.
* Ability to coordinate technical information and close out works to the required standards
