Job Description

Hybrid | A South Yorkshire City Council

A South Yorkshire City Council is progressing a wide range of transport and place‑based initiatives, aligned with the South Yorkshire Local Transport Plan. These focus on tackling rising car use, improving access to employment and services, supporting sustainable travel, and delivering local strategies for cycling, parking and green transport.

The council is also advancing work supported by the City Region Sustainable Transport Settlement (CRSTS), which provides revenue to accelerate business case development, data collection and transport modelling. This activity supports the authority in unlocking up to £72m of future capital investment in public transport and active travel infrastructure.

Additionally, the authority has recently approved a new long‑term city centre masterplan, shaping the area’s development up to 2050. Public transport, walking routes and the transport interchange featured prominently in public consultation responses guiding the plan’s creation.

This Transport Planner role contributes to these wider ambitions through day‑to‑day technical work on development proposals, policy application and network planning.

The Role

You will support the authority’s statutory transportation function, ensuring that planning applications and development proposals are assessed robustly and in line with relevant transport policy, legislation and design standards.

Key responsibilities include:

  • Reviewing Transport Assessments, Transport Statements and Travel Plans
  • Providing transport‑related comments and recommendations to planning colleagues
  • Attending and contributing to Planning Committee where required
  • Supporting the preparation and delivery of local transport strategies
  • Advising internal teams and external partners on transport standards and policy
  • Assisting with monitoring and forward planning of capital and revenue budgets
  • Supporting partnership work across departments and with external stakeholders
  • Monitoring contractor and supplier performance
  • Maintaining up‑to‑date knowledge of transport legislation, guidance and best practice

This role is hybrid, with some office attendance required.

About You

You will bring:

  • A degree in Transport Planning, Planning or a related subject
  • Strong understanding of transport policy, the planning process and highways design standards
  • Experience reviewing and negotiating transport‑related planning submissions
  • Ability to produce clear written reports and present findings
  • Confidence engaging with developers, internal teams and planning committees
  • Experience contributing to transport projects
  • (Desirable) Experience in strategic modelling

Why Join

Your work will directly support the authority as it:

  • Advances transport strategies tied to the South Yorkshire Local Transport Plan
  • Develops CRSTS‑supported business cases and modelling to enable major public transport and active‑travel schemes
  • Implements elements of a long‑term city centre masterplan, informed by extensive public consultation that highlighted transport and accessibility as key themes

Although much of the role is technical and detail‑driven, it plays an important part in shaping a safe, sustainable and well‑planned transport network for the area.
