Wind Turbine Generator (WTG) Package Manager – Offshore Wind


Contract: 12 months (Target start May 2026)

Hours: 40 per week (8 hours per day)

IR35 Status: Outside IR35

Base Location: London or Swindon (flexible)

Project Location: Japan

Travel: Limited international travel (likely ≤ once per month)


Matchtech is supporting an Internation Global Offshore Wind develop in securing Wind Turbine Generator (WTG) Package Manager to lead the end to end delivery of the WTG package on a major offshore wind project in Japan. This is a senior, autonomous role responsible for managing the full lifecycle of the package; from engineering and procurement through manufacturing, installation, commissioning and handover to Operations.

The role carries full accountability for HSE, scope, risk, quality, cost, schedule and resources, operating in line with project governance and with a strong focus on LCoE optimisation.


Key Responsibilities

  • Provide visible HSSE leadership across the WTG package and contractors
  • Lead and coordinate a multi‑disciplinary package team
  • Oversee engineering activities, ensuring safety in design and operability
  • Manage procurement activities including tendering, supplier selection and contract negotiation
  • Act as Employer’s Representative under the Conditions of Contract
  • Own package budget, schedule and risk/opportunity management
  • Ensure compliance with internal standards and external legislation
  • Drive lessons learned and knowledge transfer across projects
  • Ensure the WTG package is handed over ready for safe and efficient operation
  • Essential Experience & Qualifications

    • Engineering degree (Mechanical, Structural, Civil, Ocean, Naval or similar)
    • Circa 10+ years’ relevant industry experience
    • Proven experience as a WTG Package Manager (this role must have been performed previously)
    • Offshore wind experience is mandatory (onshore‑only backgrounds will not be considered)
    • Strong commercial and contractual management experience
    • Background in developers, OEMs (e.g. Vestas, SGRE), or major infrastructure projects
    • Demonstrated ability to operate independently with minimal onboarding
    • Fluent English required (Japanese desirable but not essential)
  • Location & Mobility

    While initially UK based for management purposes, flexibility is available. Candidates may be based in the UK, Europe, or APAC, provided they can support the project effectively. Travel is expected to be minimal and project driven.
