Position Overview
The Assistant Technical Services Manager reports directly to the Technical Service Manager and serves as a key stakeholder in REM operational delivery within a critical facility. This role includes direct line management of the engineering team and accountability for effective people management.
Core Responsibilities:
Team Leadership & Management:

• Supervise, coordinate and lead the site-based engineering team in delivering the Statement of Work

• Provide direct line management and people management for engineering team members

• Conduct performance appraisals for direct reports and set clear individual objectives

• Review engineering competency, identify skills gaps, and manage future training requirements

• Ensure contract is staffed by competent teams with effective succession planning

• Maintain minimum staffing levels onsite and arrange shift coverage as required

• Coach team members to ensure consistent capability across the engineering team
Technical Operations & Systems Management:

• Operate all facility systems competently, effectively and efficiently

• Control all activities relating to technical operation of building systems including MEP assets

• Ensure compliance with statutory regulations and Critical Facilities Risk Management standards

• Monitor utilities usage and report abnormalities or energy savings opportunities

• Manage onsite critical spares including site stock register and monthly auditing

• Maintain accurate and up-to-date asset database records
Client & Stakeholder Management:

• Work closely with Account teams to achieve 100% Critical Facilities uptime

• Attend and deliver weekly operations meetings and client meetings as requested

• Support site Facilities Managers with projects, contractors, and MEP works

• Ensure immediate notification of critical equipment issues with relevant reports and recommendations

• Prepare specialist vendor visits for site FM approval
Reporting & Documentation:

• Assist Account Team with Monthly and Quarterly Engineering Reports

• Prepare information for monthly Engineering reports

• Compile and manage engineering risk register

• Report on critical systems availability and asset reliability

• Handle critical incident and near miss reporting with after-action reviews

• Provide technical reports and improvement recommendations as required
Health & Safety Leadership:

• Promote "Safety First" culture in line with JLL Cardinal Rules of Safety

• Ensure safe, professional and conscientious conduct of all personnel

• Drive Health and Safety culture throughout the team

• Apply knowledge of safe systems of work and compliance requirements
Additional Duties:

• Support CAFM systems and helpdesk while maintaining SLA and KPI targets

• Provide emergency engineering relief cover (may require temporary shift work)

• Participate actively in site escalation processes including on-call emergency response

• Communicate and implement technical/legislative updates effectively

• Provide ONWH support for critical works when required
Essential Qualifications & Requirements:
Technical Qualifications:

• Electrical/Mechanical Engineering background

• C&G Parts 1 & 2 or equivalent/higher qualification

• C&G 2391 test and inspection; BS 7671:2001 for inspection, testing and certification

• 18th Edition IEE: Wiring and Installation (desirable)
Skills & Experience:

• Strong communication skills across all staff levels

• Proven ability to lead, motivate and direct engineering teams and shift leaders

• Advanced IT and report writing capabilities

• Ability to work under pressure while remaining calm and clear-thinking

• High level of initiative with drive for continuous operational improvement

• Full understanding of customer needs and expectations

• Ability to comprehend and act on verbal and written instructions
