PurposeofjobInterimFireRiskOfficer
InterimFireRiskOfficerToberesponsibletotheTeamManagerandforthedaytodaymanagementofthehealthandsafetyofbuildingprojects,maintenancecontractsandfireriskassessmentsacrosstheBorough.TheallocationofworktoPropertyServicesOfficers/Supervisorsorexternalcontractors/sub-contractors.Toberesponsibleforestablishedstandardsofwork,cost,allocatedbuildingmaintenance,buildingconstructionorrelatedworkswithintheteam.
InterimFireRiskOfficerToospecifically:
i)Abilitytotravelextensivelyacrosstheboroughwithinacceptabletimes,itisexpectedthatyouwillhaveaccesstoowntransporttoundertaketheseduties.Thispostattractsanessentialcaruserallowance
InterimFireRiskOfficerEnsureanefficientandeffectivemaintenanceofallpropertiesmanagedbytheCouncilinrelationtoFireSafetyandcompliancetoCDM2007Regulations,iii)ContributetotheimplementationofaFireStrategyandsupportingPerformanceManagementFramework.
TOimplementcreative,imaginativeandinnovativepracticetoensurecontinuousimprovement,takingintoaccountthe'partnering'agendaandacknowledgedbestpractice.
Tohaveworkingappreciationallrepairs/buildingspecialiseswithinthecontractandtheflexibilitytomanageactivitieswithintheRepairsService.TodeputisefortheAssistantManager.
vii)Toberesponsibleforthedevelopmentofqualityassurancemechanismsandrobustprocedures.

Topossessin-depthknowledgerelatingtohealthandsafetymattersincludingfirepreventionandprecautionaryissues,asbestosmanagementandconstructionsafetytoallHousingstockwithintheBorough.ThisincludesalltheHousinginfrastructureandplayareassituatedonHousingownedland.Maintainanddevelopspecialistknowledgeoncurrenttrendsandkeepabreastofrelevantlegislation.
Topossessin-depthknowledgeregardingtheinterpretationandapplicationoftheprovisionsoflegislationinFireSafetyPolicy,TheFireSafetyOrder2005(RRO),BuildingRegulationsApprovedDocumentB:Firecodeandotherofficialguidanceandlegislationinrespectoffiresafety.
AssistthePlannedWorksTeamManagerinthedevelopment,disseminationandimplementationoftheCouncil'sFireSafetyPolicy.ToworkwithoperationalmanagerstoensurethatfiresafetyismanagedinlinewiththeDirectoratespolicy.
Prepareandmonitorfireriskassessmentsofpremisesasrequiredbythefiresafetylegislationandensurethedisseminationandpracticalapplicationoffireriskassessments.
ProvidefiresafetyadviceontheinterpretationandimplementationoftheFirecodeandotherlegislationtoallStakeholders.
LiaisewithFireandRescueServicesandundertakethecorrectiveactionsrequiredasaresultofenforcingactionbytheFireandRescueServices.
UndertakeregularmaintenanceandpostinspectionsoffiresafetyrisksontheCouncil'sFireRiskRegister.
Undertakeinvestigationsoffireincidents,producingappropriatereportstotheTeamManagerandSeniorManagement.Maintaincomprehensiverecordsofallfireincidentsandinvestigationsensuringthattrendsareidentifiedandthatadviceisgiventotheappropriatepartiesforremedialactiontoreduceincidents.
AssistinthemaintenanceofthestrategyforreducingfireswithintheDirectorateandliaisewithlocalfireauthorityaspartoftheoverallFireSafetyStrategy.
10.SupportandrepresenttheroleandfunctionoftheFireSafetyTeamtorelevantgroups,andsupportandparticipatewithregardstoarsonpreventionandprotection.
13.TOreviewexistingworkingprocessesanddevelopandimplementimaginativeandinnovativepracticesinmanagementofproperties,includingITsolutions,withreferencetothecouncilspartneringagenda,acknowledgedbestpracticeandbenchmarkingoftheRepairsServicesinrelationtoPlannedWorks.
14.Toattendmeetingwithtenants,committeesandothergroups(outsidenormalworkinghours,asrequired)toprovideupdates,prepareandpresentreports,reportbackoninvestigationsandrespondtoqueries.Toattendsitemeetingsandliaisewithtenants,otherdepartmentalofficers,consultantsandcontractorsregardingdesignaspects,additionalworkandrespondtoproblems.ToattendCourtandrepresenttheCouncilasrequired
15.TohavedemonstrableexperienceinthepreparationofandoperationofanyCDMsitesafetyplan.WhererequiredactasCDMCo-ordinatoronprojectsincompliancewithCDM(2007)Regulations.
16.Tocarryoutplannedandadhocsafetyinspectionsandaudits,reportingandadvisingonnecessaryaction.
17.TocontributetotheoperationofandcontinuousdevelopmentoftheISO9000QualityManagementsystemandensureSupervisorsundertakestherequirednumberofQualityControlChecklist.
18.InterimFireRiskOfficerToassistintheimplementationoftheBoroughEmergencyandContinuityPlans.
19.Toundertakeanyotherworkappropriatetothelevelandgeneralnatureofthepost'sduties.
20.Tocarryoutalldutieswithdueregardtotheprovisionsofhealthandsafetyregulationsandlegislation,DataProtectionlegislation,theCouncil'sequalopportunitiesandcustomercarepolicies,andthenewtechnologyagreement.
