Job Description

Venesky-Brown’s client, a public sector organisation in East Renfrewshire, is currently looking to recruit a Principal Officer (Capital Projects) for a 24 month contract on a salary between £52,465 - £57,283. This role will be hybrid based with 2 to 3 days a week in the office.


Responsibilities:


- To lead and develop multi-disciplinary teams of both internal and external project personnel, fostering challenge and innovation, improving team performance and creating a successful delivery culture.

- To manage resources within programmes/projects, including programme budgets of a potentially significant size and provide direction, advice and guidance to project managers within a programme.

- To be responsible for the successful delivery of a number of major capital projects within a programme, which includes delivery of City Deal and other large-scale regeneration and environmental schemes.

- To develop and maintain programme governance and documentation as required, ensuring compliance with any external governance arrangement and funding requirements.

- To be responsible for the successful delivery of feasibility work to inform infrastructure delivery projects, particularly in early phases of their development prior to construction.

- To ensure that programme/project deliverables comply with relevant construction and quality standards, as defined in programme and project specifications and commensurate with industry best practice.

- To ensure that sustainability and Getting to Zero is forefront in all projects in line with guidelines.

- To actively engage the supply chain in promoting a leading H&S culture.

- To be responsible for engaging with, and influencing, colleagues and senior management to generate support for project proposals, overcome obstacles to delivery and work collaboratively.

- To manage dependencies and the interfaces between projects within a programme and activity across the wider environment.

- To manage risks and issues through appropriate mitigation and escalation measures where appropriate.

- To deputise, as required, for the City Deal & Infrastructure Delivery Manager.

- To undertake any other appropriate duties as may be directed by the Director of Environment.


Essential Skills:


- Qualified to degree level in a construction discipline and will have additional programme/project management experience.

- Evidence of continuous professional and management development.

- Member of professional institution/association.

- Computer literate with experience in Microsoft Office Project application or equivalent.

- Excellent stakeholder management skills.

- Effective negotiating and influencing skills.

- Highly developed written, verbal and numeracy skills.

- Successful financial budgetary management and forecasting.

- Experience of the development, implementation and delivery of a major investment programme.

- Can demonstrate project management experience especially in relations to risk identification and management, critical path programming and effective project review and control

- Successful partnership working and networking with key stakeholders. Can demonstrate previous experience in the management and performance of relevant consultants.

- Highly organised with the ability to prioritise effectively and meet tight deadlines.

- Excellent team-working and demonstrable leadership and management skills.

- Ability to articulate vision and communicate with authenticity.

- A high degree of political sensitivity with the ability to relate to others.

- Ability to remain calm under pressure and respond positively to change.

- Ability to accept responsibility for mistakes and look for solutions.

- Member of professional institution/association.

- Computer literate in specialist software packages relevant to the construction/ design industry.

- Significant experience of managing relevant or equivalent service within an organisation of comparable scope, size and complexity within the public/private sector.
