The Role

We’re looking for a Commercial Manager/Senior Commercial Manager to join the Urban&Civic Project Management team, supporting the Commercial Director across a portfolio of strategic development projects.


This role sits at the centre of project delivery, linking together project management, development, and finance teams to ensure cost, cashflow, procurement, and budgets are aligned from early planning through to delivery. You’ll work closely with Regional Project Managers, Project Directors, and Accountant Leads, helping manage the significant investment across our projects and supporting consistent commercial best practice.

It’s a broad role covering pre-construction, procurement, delivery, and financial reporting, with the opportunity to shape commercial processes and contribute to the successful delivery of major developments.


Location: Cambridgeshire (Alconbury) or New Bond Street (with essential travel)

Hours: 37.5 hours per week

Reporting to: Commercial Director

Salary: £40,000 - £70,000 per annum plus car allowance


What You’ll Be Doing


Pre-Construction

  • Supporting pre-acquisition and pre-development activities including commercial due diligence, feasibility estimating, and risk assessment.
  • Contributing to commercial aspects of bids, programming, and phasing.
  • Assisting in the transition of commercial knowledge from bid and option stages through to delivery.
  • Supporting bid preparation and early-stage cost planning.



Delivery & Commercial Management

  • Supporting the Commercial Director in ensuring procurement procedures and commercial protocols are applied consistently.
  • Providing advice on cost control, cashflow, change management, and risk.
  • Monitoring market conditions and advising on inflationary pressures.
  • Supporting implementation of commercial procedures across projects.
  • Working collaboratively with project teams, development managers, and finance colleagues.


Procurement

  • Supporting procurement of contractors and consultant work packages.
  • Assisting with contractor negotiations and framework appointments.
  • Recommending procurement routes and scopes of work.
  • Supporting cost and procurement due diligence across developments.
  • Promoting a design-to-budget approach across projects.


Cost Planning & Financial Management

  • Producing or supporting cost plans, feasibility estimates, and project budgets.
  • Supporting development and management of site-wide cost plans.
  • Contributing to business planning, reporting, and board-level updates.
  • Maintaining procurement trackers, bond trackers, and reporting dashboards.


Contracts & Commercial Governance

  • Supporting development of standardised frameworks and agreements.
  • Advising on procurement methods, contracts, insurance, bonds, and warranties.
  • Ensuring consistency across documentation and commercial processes.


Benchmarking & Data

  • Supporting benchmarking of cost data across projects.
  • Assisting with cost benchmarking linked to sustainability and carbon targets.
  • Supporting development of sustainable materials schedules and cost data.


Team & Resource Support

  • Supporting management of external commercial and cost consultancy resources.
  • Working collaboratively across the wider project management team.
  • Mentoring and supporting colleagues where appropriate.


What We’re Looking For

  • Experience in a commercial, quantity surveying, or cost consultancy role.
  • Background in development, infrastructure, or large-scale projects.
  • Strong understanding of cost planning, procurement, and contract management.
  • Comfortable working across multiple projects and teams.
  • Good commercial awareness and ability to analyse financial information.
  • Confident communicator with strong stakeholder management skills.
  • Organised, proactive, and able to manage competing priorities.
  • Collaborative approach and willingness to support wider team objectives.
